sr-071012-3dCity of Santa Monica City Council Report City Council Meeting: July 10, 2012 Agenda Item: 3 D To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Professional Services Agreement Modification for Pico Branch Library Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a fifth modification to Professional Services Agreement No. 9180 in the amount of $85,348 (includes a 10% contingency) with Koning Eizenberg Architects, a California - based company, to provide additional scope of work to complete the Pico Branch Library Project. This will result in a new agreement in the amount of $967,938. Executive Summary In May 2009, Council approved construction of a new branch library at Virginia Avenue Park. In February 2010, Council awarded Professional Services Agreement No. 9180 with Koning Eizenberg Architects, in an amount not to exceed $882,590, to provide design services for the Pico Branch Library. A modification of $85,348, for a total amount not to exceed $967,938, to the Agreement is required to allow additional construction administration time and additional design services to incorporate the alternate bid item for a Rainwater Harvesting System. Background On May 12 2009, Council approved construction of a new branch library at Virginia Avenue Park as one of the Redevelopment Agency's priority projects. Following Council's action, staff solicited firms to provide design services for the new Pico Branch Library. On February 23, 2010, Council awarded Professional Services Agreement No. 9180 with Koning Eizenberg Architects, in an amount not to exceed $882,590, for design services for the Pico Branch Library. The firm was selected based on its familiarity with the Pico neighborhood, broad experience in working with the community, and the quality 1 of its built projects, which include Virginia Avenue Park. The design phase is complete and the project was publicly bid for construction. On May 22, 2012, Council approved a contract with R.C. Construction Services, for construction of the Pico Branch Library. Discussion Modifications one to four to Professional Services Agreement No. 9180 were previously executed for additional required design services within authorized contingency budget authority by Council. A fifth modification to Professional Services Agreement No. 9180 is required to allow for additional construction administration time and services as well as design services to incorporate the alternate bid item for a Rainwater Harvesting System. The scope of work includes: • An increase in the contract period. The Professional Services Agreement is limited to a construction period of 12 months. Staff's current estimate anticipates 14 months of construction for this project. The cost for the additional two months of construction is $16,240. • Additional site meetings during construction. The Professional Services Agreement limits the job site meetings during construction to 26 meetings. After review of the anticipated scope of work, staff recommends a total of 54 site meetings during the construction of the project. The cost for the additional 28 site meetings is $20,300. • Design and engineering of a Rainwater Harvest System. The cost for the design and engineering of the system is $41,140. Council previously approved the construction contract, including a separate $105,600 for the cost of constructing the Rainwater Harvesting System for the Pico Branch Library. 2 Financial Impacts & Budget Actions The fifth modification to be awarded to Koning Eizenberg Architects is $85,348, for a total agreement amount not to exceed $967,938.
