King, Director of Transit Services Subject: Resolutions Authorizing Actions Related to Applications and Acceptance of Proposition 1 B Bond funds Recommended Action Staff recommends that City Council: 1) Adopt the attached resolution authorizing the City Manager to execute the certifications and assurances for the Proposition 1 B Public Transportation Modernization, Improvement and Service Enhancement Account (PTMISEA) Bond program; 2) Adopt the attached resolution authorizing the City Manager to submit a grant application and execute an agreement with the California Emergency Management Agency (CaIEMA) for State Proposition 1 B transit security equipment; 3) Authorize the City Manager or his designee to execute non - financially binding documents associated with these grant funds; and 4) Appropriate $6,675,717 from account 0410519.589000 to reflect the PTMISEA funds and $267,091 from account C410956.589000 for Prop 1B Security. Make budget changes as outlined in the Financial Impacts and Budget Actions section. Executive Summary City Council action is requested to adopt a resolution in support of actions necessary for the application and acceptance of state funds for transit capital and transit security projects. The funds are available from State Proposition 1 B, which is managed by both Caltrans and CaIEMA. The grant would allow the Big Blue Bus (BBB) to purchase up to 12 future replacement 40 -foot buses, improve facility system security and add up to 100 wireless on -board security cameras. Background Previous Council Action On May 10, 2011, City Council adopted Resolution No. 10575 granting the City Manager authorization to submit Fiscal Year 2010 -11 applications for and execute agreements to further transit security projects for the Big Blue Bus. Discussion The attached resolutions are one component required by the State as part of the Proposition 1B Bond grant allocation requests for approval. Santa Monica's Big Blue Bus is specifically named to receive funds from an allocation for both PTMISEA in the amount of $6,675,717 for FY 2010 -11 and Security in the amount of $267,091 for FY 2011 -12 as made available through the voter approved Proposition 1B Bond funds. Proposition 1 B Bond funds are allocated to transit operators by the State on an annual basis. Applications are submitted to secure funds on an annual basis and projects are approved annually, however the funds are contingent upon the State's sale of bonds and released to the agency when they become available. The applications for FY 2010- 11 PTMISEA funds and FY 2011 -12 Security funds are now being awarded by the State. Adoption of the attached authorizing resolutions would allow the City Manager to complete and submit non - financially binding support documents and enable the Big Blue Bus to receive these funds. The Proposition 1 B revenue would fund BBB's 40 -foot bus replacements in FY 2013 -14, with funds available until June 30, 2016 for encumbrance and liquidation. Additionally, the security improvement program grant would be used to purchase approximately 100 new on -board wireless cameras in FY 2013, with funds available until March 30, 2014. RAI Financial Impacts & Budget Actions Award of $6,675,717 grant funds from California Proposition 113 PTIMSEA funds and $267,091 from CaIEMA Proposition 113 Security funds requires the following FY2012- 2013 budget changes: 1. Increase revenue account 41642.407920 in the amount of $6,675,717 to reflect the receipt of Proposition 1B PTMISEA funds and account 41642.407910 in the amount of $267,091 to reflect the receipt of Proposition 1 B Security funds. 2. Appropriate the following operating expenditures: a. $6,675,717 at account C410519.589000 to reflect the receipt of the PTMISEA grant funds and b. $267,091 at account 0410956.589000 to reflect the receipt of the CalEMA Prop 1 B Security grant funds.
