Management System (CEEPMS)
Recommended Action
Staff recommends the Council authorize the City Manager to negotiate and execute a
professional services agreement with Vitasys, Inc., a Washington -based company, to
develop a web -based database of energy efficiency incentive information.
Executive Summary
The City has received grant funds from Southern California Edison to develop a
Community Energy Efficiency Project Management System (CEEPMS) to provide
energy efficiency incentive information to building permit applicants. Financial
incentives are often available to encourage builders to invest in high performance
energy efficiency measures or technologies. Staff recommends that Vitasys, Inc. create
the database at a cost of $150,000.
Discussion
On January 11th, 2011, Council approved acceptance of a grant of $374,000 from
Southern California Edison (SCE) for implementation of four energy efficiency projects
that support the California Public Utilities Commission's (CPUC) Long -Term Energy
Efficiency Strategic Plan. One of the four projects involves the development of a
CEEPMS database to provide Santa Monica and City of Brea building permit applicants
with information about relevant energy efficiency programs, incentives and rebates.
Both cities participate in the Community Energy Partnership, a multi -city energy
efficiency program coordinated by The Energy Coalition, a nonprofit focused on energy
sustainability, and funded by the public goods charges paid by all electric and gas utility
ratepayers. The grant award for Santa Monica's and Brea's combined effort is
$150,000. Santa Monica has agreed to serve as the lead agency to oversee the project
through completion.
Consultant Selection
On October 25, 2011, the City issued a Request for Proposal on the City's online
bidding website for a web development and database design company to develop the
CEEPMS system. Vitasys was the only company to respond. Vitasys is a custom
software developer working exclusively for public sector clients with interest in
expanding their business to the energy field. Vitasys' bid exceeded the available
funding amount and was rejected. On February 12, 2012, the City reissued the RFP on
the City's online bidding website with a reduced scope of work. Again, Vitasys was the
only firm to respond, but with an acceptable bid proposal of $150,000.
CEEPMS would provide Santa Monica and City of Brea building permit applicants with
information about energy efficiency programs, incentives, and rebates from utility
companies relevant to the project for which the permit is being issued. Increased
participation would improve energy performance in new and existing buildings in Santa
Monica and accelerate the City's achievement of its energy sustainability and
greenhouse gas emission reduction goals. CEEPMS would provide reports of
estimated energy savings and reduction of greenhouse gas emission throughout the
city, for both residential and commercial buildings. Vitasys would develop the CEEPMS
model independent of the cities' online permitting systems and then integrate the
system during beta testing and training. Programming CEEPMS software would be
completed by September 30, 2012. Training for Santa Monica and Brea staff on the
use and operation of the CEEPMS model would take place during the final stage of
software development. A guide on using CEEPMS will be developed and shared with
Brea and other cities to increase the environmental benefit of the CEEPMS project.

Financial Impacts & Budget Actions
The contract amount to be awarded to Vitasys, Inc. is $150,000. Funds in the amount of
$150,000 are included in the FY2012 -13 budget at account 20226.570280.
