A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT /ENVIRONMENTAL
ASSESSMENT ON THE CALIFORNIA INCLINE BRIDGE REPLACEMENT PROJECT
WHEREAS, the California Incline Bridge Replacement Project (the Project) is
subject to federal, State, and City environmental review requirements because in
addition to being a City project, the City also proposes to use funds from the Federal
Highway Administration; and
WHEREAS, to comply with the California Environmental Quality Act (CEQA) and
the National Environmental Policy Act (NEPA), City staff, working with technical
consultants, has prepared a joint environmental document -- an Environmental Impact
Report /Environmental Assessment (EIR /EA) that analyzes the potentially significant
environmental effects of the Project; and
WHEREAS, Caltrans is the lead agency for purposes of NEPA and the City is the
lead agency for purposes of CEQA; and
and
WHEREAS, a Notice of Preparation of the EIR /EA was issued on April 25, 2006;
WHEREAS, a Draft EIR /EA was prepared, and circulated for a public comment
period from May 23, 2007 to July 9, 2007; and
WHEREAS, subsequent to the circulation of the Draft EIR /EA, refinements to the
design were undertaken and comments received during circulation of the Draft EIR /EA
led to a comprehensive review of the construction traffic impacts and the mitigation

WHEREAS, the lead agencies prepared a revised Draft EIR /EA to present the
project as currently proposed; and
WHEREAS, a Notice of Completion for the revised Draft EIR /EA was published
on September 7, 2011 in compliance with the CEQA and the City of Santa Monica
CEQA Guidelines; and
WHEREAS, a revised Draft EIR /EA was prepared, and circulated for a public
comment period from September 7, 2011 to October 28, 2011; and
WHEREAS, in April 2012, the Final EIR /EA was published, incorporating the 75
comment letters that were received and the written responses to each of these
comment letters along with some minor clarifications and corrections; and
WHEREAS, on July 10, 2012, the City Council, as Lead City Agency, has
reviewed and considered the contents of the Final EIR /EA in its decision - making
process,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered the information
contained in the Final EIR /EA on the California Incline Bridge Replacement Project prior
to acting on the project.
SECTION 2. The City Council certifies that the Final EIR /EA for the project was
presented to the City Council, that the City Council is the decision - making body of the
City for this project, that the Final EIR for the project was completed in full compliance
with State law and City CEQA Guidelines, that there was adequate public review of the
Draft EIR /EA, that it has considered all comments on the Draft EIR /EA and responses to
these comments, that the Final EIR /EA adequately discusses all significant
environmental issues, that the Final EIR /EA reflects the independent judgment and
analysis of the City, and that the City Council has reviewed and considered the
information contained in the Final EIR /EA in its decision - making process prior to acting
on the project.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
