sr-062612-3j9 City of City Council Report Santa Monica City Council Meeting: June 26, 2012 Agenda Item: 3T To: Mayor and City Council From: Dean Kubani, Director, Office of Sustainability & the Environment Subject: Civic Center Parking Structure Lighting Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Golden Sun Firm & Company, Inc., a California -based company, in an amount not to exceed $207,031 (includes a 10% contingency) for design and construction services for an energy efficient lighting system at the Civic Center Parking Structure. Executive Summary In 2011, Staff identified the lighting system in the Civic Center Parking Structure as an energy efficiency opportunity. Replacing the existing lighting with a more efficient system will reduce energy and maintenance costs by approximately $32,000 per year and has the potential to make the parking structure a Zero Net Energy building — the City's first. A Request for Proposals for design and construction services was issued and upon evaluating bids received,. staff recommends Golden Sun Firm & Company, Inc., a California -based company, in an amount not to exceed $207,031 for design and construction services for an energy efficient lighting system at the Civic Center Parking Structure. Background On December 6, 2011, Council rejected all bids for the design and construction of an energy efficient lighting system because some of the bidders based their price on Federal prevailing wage and some based their price on the City's Living Wage requirements. This confusion was due to ambiguities in the bid language for the Civic Center Parking Structure. Staff reissued a request for bids in May 2012 in order to obtain the best bidder for this project. 1 Discussion The Civic Center Parking Structure lighting project was developed by staff to improve energy efficiency and light levels at the garage while reducing maintenance and utility costs. The existing indirect light fixtures bounce light off of the walls and ceiling of the garage to light the parking spaces. These fixtures require increased maintenance to sustain light level outputs because dirt from the garage and the air settles on their upward facing lenses, making frequent cleanings necessary. New fixtures that direct light downwards and a new lighting layout can dramatically reduce energy use and maintenance needs, providing cost savings to the City while improving light levels in the structure. The project is anticipated to save the City approximately $32,000 per year in energy and maintenance costs, resulting in a 5.8 -year payback period for the project. This energy reduction may also mean that the solar panels on the building will provide more than enough power for the entire parking structure (not including the tenant spaces) on an annual basis, making the parking structure the City's first Zero Net Energy municipal building. Contractor /Consultant Selection A Notice Inviting Bids was issued in May 2012 on the City's online- bidding website PlanetBids for energy efficient lighting services at the Civic Center Parking Garage. The bid was published in the Santa Monica Daily Press. Three bids were received and publicly opened on May 25, 2012. No bids were found to be non - responsive. The bid results are as follows: Lighting Technology Services, Inc. $ 345,982.96 Golden Sun Firm & Company $ 188,210.00 Noribachi $ 206,935.00 Staff recommends that the bid be awarded to Golden Sun Firm & Company, Inc. in an amount not to exceed $207,031. Bids were reviewed by staff from Public Works and 2 the Office of Sustainability and the Environment. Golden Sun Firm & Company, Inc. was determined to be the best bidder based on experience, price, approach to the project, qualifications, and overall quality of their proposal. Financial Impacts and Budget Actions The contract amount to be awarded to Golden Sun Firm & Company, Inc. for design and construction services for the Civic Center Parking Structure is $207,031 (includes 10% contingency). Funds are available in the FY2011 -13 budget in accounts M019025.589000 ($112,155), Energy Efficiency Revolving Fund and 01226.555060.90377 ($94,876).
