r10688ATTACHMENT H3 City Council Meeting 06 -12 -2012 Santa Monica, California RESOLUTION 1\1010 9(CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLSHING FEES FOR ON -SITE INSPECTION OF URBAN RUNOFF MITIGATION PLANS AND URBAN WATER RUNOFF CAPTURE AND TREATMENT SYSTEMS FOR MAJOR REMODEL AND NEW CONSTRUCTION PROJECTS WHEREAS, -it is the policy of the City of Santa Monica to charge for the full costs of services provided by City Staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, the City desires to establish cost recovery fees for services to ensure proper installation of on -site water runoff capture and treatment systems for major remodel and new construction projects; and WHEREAS, these services ensure compliance with the City ordinances regulating urban runoff; and WHEREAS, these services further water conservation goals, protect water quality and sustain local marine habitats; 1 ATTACHMENT H3 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. A fee of $184.50 per property is established to recover the costs of ensuring proper installation of on -site water runoff capture and treatment systems. SECTION 2. A fee of $61.50 is established for each additional inspection of water runoff capture and treatment systems installed as part of major remodel or new construction projects. SECTION 3. Commencing on July 1, 2013 and on July 1 of each fiscal year thereafter, all fees established by this resolution, unless noted otherwise, shall be administratively revised and increased annually by a factor equal to the difference in the Los Angeles- Anaheim- Riverside Consumer Price Index for Wage Earners and Clerical Workers for the twelve (12) month period February through February of the prior fiscal year, except that any such administrative revision shall not be less than any annual cost of living adjustment provided to the employees of the City of Santa Monica through Memorandums of Understanding entered into between the City and the employees' bargaining representatives for the comparable fiscal year, and in no event shall the annual administrative revision be less than zero percent (0 %). The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
