IV 8'7 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLSHING FEES FOR LANDSCAPE AND IRRIGATION PLAN CHECK REVIEW AND ON -SITE INSPECTION FOR MAJOR REMODEL AND NEW CONSTRUCTION PROJECTS WHEREAS, it is the policy of the City of Santa Monica to charge for the full costs of services provided by City Staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, the City desires to establish cost recovery fees for services provided by staff relating to implementing the design, installation and maintenance requirements for public and private landscaping and irrigation systems; and WHEREAS, the Office of Sustainability and the Environment staff is responsible for reviewing landscaping and irrigation plans submitted as part of building permit applications; WHEREAS, the Office of Sustainability and the Environment staff is also responsible for on -site inspections of landscape and irrigation systems; WHEREAS, these services ensure Citywide compliance with the State of 1 ATTACHMENT H2 California's Water- Efficient Landscape Ordinance; and WHEREAS, the City desires to further water conservation goals, protect water quality and sustain local marine habitats; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. A fee of $348.00 is established to recover the costs of providing landscape and irrigation plan check review for residential properties. SECTION 2. A fee of $406.00 is established to recover the costs of providing landscape and irrigation plan check review for multifamily and commercial properties. SECTION 3. A fee of $406.00 is established to recover the costs of providing on- site inspections of landscaping and water irrigation systems for residential and multifamily properties. SECTION 4. A fee of $464.00 is established to recover the costs of providing on- site inspections of landscaping and water irrigation systems for commercial properties. SECTION 5. Commencing on July 1, 2013 and on July 1 of each fiscal year thereafter, all fees established by this resolution, unless noted otherwise, shall be 2 ATTACHMENT H2 administratively revised and increased annually by a factor equal to the difference in the Los Angeles- Anaheim - Riverside Consumer Price Index for Wage Earners and Clerical Workers for the twelve (12) month period February through February of the prior fiscal year, except that any such administrative revision shall not be less than any annual cost of living adjustment provided to the employees of the City of Santa Monica through Memorandums of Understanding entered into between the City and the employees' bargaining representatives for the comparable fiscal year, and in no event shall the annual administrative revision be less than zero percent (0 %). SECTION 6. The fees established by this resolution shall take effect on July 1, 2012. SECTION 7. The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
