Executive Summary Santa Monica Municipal Code Section 2.24.120 allows the City Manager to contract for immediate expenditure of public funds to safeguard life, health or property, including when necessary to protect public health, welfare and safety, by waiving competitive bidding procedures for public works projects. Additionally, staff is required to submit a full written explanation of the circumstances of such emergency to the City Council within 30 days. On April 26, 2012, a sewer main line back up occurred at Pico Place North and Urban Avenue. Further investigation revealed a blockage in the main that required emergency replacement. To prevent an imminent health and safety emergency, staff secured the services of Mike Prlich and Sons Inc. to replace the sewer main line in a timely manner, in the amount of $21,619.33. Discussion A sewer main line, providing service to residential and commercial businesses, at Pico Place North and Urban Avenue backed up on April 26, 2012. After investigation, it was discovered that the pipe was 85% impacted and the potential for complete obstruction of the line was very high. Immediate action was required to eliminate the blockage and allow unobstructed flow in the pipe. Repair of the sewer main was deemed a health and safety emergency, necessitating immediate repair. Santa Monica Municipal Code Section 2.24.120 allows the City 1 Manager to contract for immediate expenditure of public funds to safeguard life, health or property, including when necessary to protect public health, welfare and safety, by waiving competitive bidding procedures for public works projects. In such cases, the City Manager or Director of Emergency Services must submit a full written explanation of the circumstances of such emergency to the City Council within 30 days. Staff secured the services of a contractor to undertake the required replacement in a timely manner. Mike Prlich and Sons Inc. were contacted to replace the damaged segment of sewer line on a time and materials basis in the amount of $21,619.33. The work was completed May 2, 2012. A new section of pipe was installed and the sewer main can now operate at full capacity thereby eliminating a potential health and safety issue. Financial Impacts & Budget Actions The amount paid to Mike Prlich and Sons, Inc. for the sewer main line repair is $21,619.33. Funds in the amount of $21,619.33 are available in the FY2011 -13 budget in account C310628.589000, Wastewater Main Replacement.
