SR-06-12-2012-3JCity Council Meeting: June 12, 2012 Agenda Item: 3� To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Construction Contract for City Hall Public Restrooms Remodel Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a contract with RS Construct, Inc., a California -based company, in an amount not to exceed $134,386 (includes a 10% contingency) for the remodel of the second floor City Hall public restrooms. 2. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Executive Summary The second floor City Hall public restrooms facility has not had a major remodel since it was constructed in 1939. As a result, the existing condition of the restrooms facility is in dire need of a major remodel and upgrade. The scope of work includes reconfiguring and remodeling the overall facility to maximize space efficiency, bringing the restrooms into substantial compliance with current accessibility regulations, and upgrading dated fixtures and finishes. A Notice Inviting Bids for construction services was issued on March 27, 2012. Upon evaluating bids received on April 16, 2012, staff recommends RS Construct, Inc. for the remodel of the second floor City Hall public restrooms, with a total project cost not to exceed $134,386. Background The second floor City Hall public restrooms has not had a major remodel since it was constructed in 1939. Previous work in the restrooms was limited to repair and patch work as the fixtures and finishes became worn or damaged. This project would allow for the reconfiguration and remodel of the overall facility to maximize space efficiency, bring the restrooms into substantial compliance with current accessibility regulations, 1 and upgrade fixtures and all finishes such as floor and ceiling tile, toilet partitions and toilet accessories. The reconfiguration also includes a separate Lactation Room that can be accessed from outside the Women's Restroom that would allow for additional privacy and a Janitors Closet would provide much needed storage of janitorial supplies. The Historic Structure Report, dated April 10, 2003, prepared by Historic Resources Group, LLC identifies the areas within the existing second floor public restrooms as of secondary significance. Secondary significance refers to spaces and features that individually do not contribute substantially to the historic character of the site. The removal or substantial alteration of a secondary significance space or feature may not result in a substantial loss of the historic character of the site. However, the tile wainscot in the second floor hallway, immediately adjacent to the existing entry into the restrooms, is considered of primary significance. Primary significance refers to spaces and features that contribute substantially to the historic character of the site. As a result, the remodel work of the entry into the restrooms would include careful restoration of portions of this tile as to not damage its historical significance. Discussion Contractor Selection A Notice Inviting Bids was issued on March 27, 2012, and published in the Santa Monica Daily Press and posted on the City's online bidding website. The scope of work includes the reconfiguration and remodel of the second floor public restrooms with related improvements and upgrades. A total of 15 firms attended the pre -bid job walk held on April 4, 2012. The City Clerk's Office publicly opened six sealed bids received on April 16, 2012. The bid results are as follows: Bidder Base Bid RS Construct, Inc. $122,169.00 Magic Hammer Dev. Inc. $136,500.00 De La Riva Const. Inc. $145,000.00 FA Monet Construction Inc. $149,000.00 St. George Const. Inc. $165,269.81 G Coast Const. Inc. $186,500.00 Staff from the Public Works Department evaluated the bids based on competitive pricing, experience, qualifications and references. Based on the established evaluation criteria, staff recommends RS Construct, Inc. as the best bidder. RS Construct, Inc. has completed multiple successful remodel work in Southern California, including several interiors of the Marriot /Ritz Carlton hotel at LA Live in Downtown Los Angeles, Regal Cinemas in Downtown Los Angeles, and a retail store at Downtown Disney in Anaheim. Staff contacted references provided by RS Construct, Inc. and all respondents reported that their work was completed in a timely and cost - efficient manner while maintaining consistent quality. Staff also verified with the Contractors State License Board to ensure that RS Construct, Inc.'s license is current, active, and in good standing. Construction work would be coordinated with the current seismic retrofit work in City Hall, and is tentatively scheduled to begin in mid -July 2012 for a period of approximately 30 days. All disruptive work would occur outside of regular business hours and evening meetings within City Hall. �3 Financial Impacts & Budget Actions The contract amount to be awarded to RS Construct, Inc. is $134,386 (includes a 10% contingency). Funds in the amount of $134,386 are available in the FY2011 -12 budget at account M010085.589000.
