Subject: Purchase of Safety Work Shoes and Boots
Recommended Action
Staff recommends that the City Council award Bid #3077 to Red Wing Shoes, a
California -based company, and Industrial Shoe Company, a California -based company,
to provide safety work boots, shoes and accessories via in- store, online and onsite
mobile shoe store purchases in an amount not to exceed $200,000 from April 2012
through June 30, 2013, with two one -year options to renew, not to exceed $200,000
annually.
Executive Summary
The City purchases safety shoes for approximately 525 staff as specified in respective
bargaining unit Memorandums of Understanding when wearing such shoes are a
condition of employment and required as part of a uniform. Following a competitive
process, Red Wing Shoes and Industrial Shoe Company are recommended as the best
bidders to provide this service as required by individual divisions with a total combined
annual amount not to exceed $200,000.
Discussion
The City of Santa Monica supplies approved safety footwear as necessary to
approximately 525 permanent and as- needed employees who are required to wear
safety shoes. Cal -OSHA requires that employees who are exposed to foot injuries from
electrical hazards, hot working conditions, corrosive conditions, wet surfaces, poisonous
substances, falling objects, and crushing or penetrating actions be provided appropriate
foot protection under California Code of Regulations, Title 8, Section 3385. Council
previously approved Lehigh Outfitters, LLC, a mobile shoe store vendor, to provide
safety footwear on June 14, 2011 (Agenda Item 3 -T). Staff has since provided
feedback recommending that a vendor with a physical store location in the vicinity of
Santa Monica be made available for additional product selection and to offer footwear
on a non - appointment basis. Section 3.05.G of the Municipal Employees Association

(MEA) Memorandum of Understanding approved on January 26, 2012 requires the City
to provide staff with at least two designated shoe vendors.
Vendor Selection
In January 2012, the City published Notices Inviting Bids to provide steel and composite
toed safety work boots, shoes and miscellaneous accessories as required in
accordance with City specifications. The bid was posted on the City's online bidding
system, PlanetBids, and notices were advertised in the Santa Monica Daily Press in
accordance with the City Charter and Municipal Code provisions. Three bids were
received and publicly opened on February 16, 2012 per Attachment A. Bids were
evaluated based on price and compliance with City specifications. Red Wing Shoes is
recommended based on quality of footwear offered, competitive pricing, lifetime tune up
service and provision of mobile shoe store services as well having a physical store
location four miles from Santa Monica. Industrial Shoe Company is recommended
based on providing a broad selection of footwear, competitive pricing, one year warranty
and provision of mobile and online purchase options.
Financial Impacts & Budget Actions
The amount of the purchase orders to be awarded to Red Wing Shoes and Industrial
Shoe Company will be entered as needed by required divisions with a combined
amount not to exceed $200,000 for the period between July 1, 2012 through June 30,
2013. Funds are included in the FY 2011 -2013 budget within Department budgets.
Budget authority in subsequent years will be requested in each budget cycle for Council
approval. Future funding is contingent upon Council approval.
