SR-06-12-2012-3HCity Council Meeting: June 12, 2012 Agenda Item: To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Professional Service Agreement for Design Services for the Public Restroom Facilities Replacement and Renovation Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional service agreement with Adrian -Gaus Architects, Inc., a California -based company, in an amount not to exceed $170,038 (includes a 10% contingency) for design services for the Public Restroom Facilities Replacement and Renovation Project. Executive Summary As part of the 2006 Consent Decree with the California Department of Parks and Recreation (State Parks) to comply with the Americans with Disabilities Act (ADA), the City is required to replace one beach public restroom facility at 2400 Ocean Front Walk within Santa Monica State Beach. Additionally, the City plans to renovate public restroom facilities at Marine and Hotchkiss Parks to meet ADA requirements. In February 2012, the City issued a Request for Proposals to solicit designers for the Public Restroom Facilities Replacement and Renovation Project. After a thorough evaluation process, staff recommends Adrian -Gaus Architects, Inc. to provide design services for the project at a cost not to exceed $170,038. Background In accordance with the California Department of Parks and Recreation (State Parks) Consent Decree (2006), the City has committed to upgrading and bringing public restroom facilities at State Parks into compliance with the Americans with Disabilities Act (ADA). In the summer of 2011, the City completed construction on seven ADA- compliant beach public restroom facilities. The project received the prestigious "2011 Project of the Year Award" for public facilities from the Southern California Chapter of the American Public Works Association. 1 During construction of the seven ADA- compliant beach public restroom facilities, replacement of the facility at 2400 Ocean Front Walk was placed on hold to allow for further assessment. The facility was previously planned to be relocated to the beach side of the bike path. After further assessment, it appears preferable to replace the facility at its current site, east of the bike path, in order to preserve view corridors. Additionally, the proposed project includes renovations to public restroom facilities at Marine and Hotchkiss Parks to meet ADA requirements. The design of the facilities at the beach and parks would be based on restroom design prototypes plans which have resulted from lessons learned during previous projects focusing on durability, accessibility, safety, sustainability, and ease of maintenance. Discussion Consultant Selection On February 9, 2012, the City issued a Request for Proposals (RFP) for design services for public restroom facilities. The RFP was published in the Santa Monica Daily Press and posted on the City's online bidding website. A total of 11 firms responded to the RFP. A selection committee comprised of Community and Cultural Services and Public Works staff reviewed the proposals and developed a short -list of three design firms. Selection criteria included direct experience on similar projects, staffing efficiency, cost of services, technical competence, understanding of the project's scope, approach to the work, qualification of proposed staff, and the ability to meet required time frames. After interviews with the short- listed firms, staff recommends Adrian -taus Architects, Inc. as the best bidder to provide design services for the project at a cost of $170,038. Adrian —Gaus Architects, Inc. has extensive experience working with public agencies including the cities of Hermosa Beach, Signal Hill, Pasadena, Apple Valley, Glendale, Anaheim, Riverside, Redlands, Commerce, Los Angeles, as well as the the County of San Bernardino and the Bureau of Land Management. Relevant project experience included development of public beach restrooms for the City of Hermosa Beach, park restrooms for the City of Signal Hill, and restroom and locker facilities for the Rose Bowl. The firm's fee proposal was competitive with other proposers. The proposed 2 project team has a history of providing collaborative, efficient and responsive design, estimating, construction document production, and construction administrative services. References were contacted and all respondents reported the firm's work was completed in a timely and professional manner while maintaining consistent high quality. The beach public restroom facility at 2400 Ocean Front Walk is scheduled for construction in late 2013 and expected to be completed in spring 2014. The public restroom facilities at Hotchkiss and Marine Parks construction would have an anticipated completion date of late spring 2016. Financial Impacts & Budget Actions The contract amount to be awarded to Adrian -Gaus Architects, Inc. is $170,038.
