Subject: Reject Bids for Santa Monica Pier Gangway Project
Recommended Action
Staff recommends that the Council reject all bids received on March 29, 2012, for
general contracting services, to construct the Santa Monica Pier Emergency Gangway
Project.
Executive Summary
On March 29, 2012, two bids were received for the construction of the Santa Monica
Pier Emergency Gangway Project. However, both bids received were significantly
higher than the Engineer's Estimate and in excess of the available budget for the
project. Staff recommends rejecting all bids for this project. Staff from Public Works
and Police Harbor Patrol will continue to evaluate systems to provide enhanced
exit/evacuation from the west end of the Pier.
Discussion
The purpose of the Santa Monica Pier Emergency Gangway Project was to construct an
enhanced exit/evacuation route from the west end of the Pier in the event of an
emergency that makes exiting to the east impossible. Currently, an existing evacuation
chute adjacent to the Harbor Patrol Station can be utilized to evacuate people on the
Pier to the deck of a boat. The proposed emergency gangway project consists of a
retractable aluminum gangway (80' long), floating dock (32' x 60') anchored to the sea
floor and hoist. In the event of an emergency, the Pier could be evacuated down the
gangway to the floating dock where boats can be utilized to remove people from the
Pier. The proposed emergency gangway system provides an easily accessible
emergency access route that could accommodate more people than the existing chute
system. The existing chute system can accommodate one person at a time exiting
directly to a boat below. The gangway can accommodate multiple people exiting the

pier at the same time. The floating dock would be able to hold 200 -300 people and
allow for two boats to dock at once to assist in an evacuation.
The City published a Notice Inviting Bids on the City's website on February 23, 2012
and in the Santa Monica Daily Press on February 24 and 25, 2012. The City Clerk's
office received two sealed bids, which were publicly opened by the Deputy City Clerk on
March 29, 2012. Bid results are as follows:

Staff evaluated the bids and discussed the scope of work and costs with both bidders.
Based on those discussions, the proposed system cannot be constructed within the
available budget approved for the project; therefore, staff recommends rejecting all bids.
Staff will review the project's objectives in the next few months to determine if an
alternative system is available.

There are no budget or financial impacts associated with the recommendation made in
this report.
