King, Director of Transit Services Subject: Rear Axle Assembly Services Recommended Action Staff recommends that the City Council award Bid No. 3084 to Truck Gears Inc. (TGI), a California -based company, for rear and front axle assembly repair and rebuild for a term of one year in the amount of $90,000, with two additional one -year renewal options in the amounts of $94,000 and $98,000 respectively, for a total amount not to exceed $282,000. Executive Summary The Big Blue Bus (BBB) requires repair and rebuild services on heavy duty rear and front axle assemblies on transit vehicles in the fleet. The bid award is for a one -year period with two additional one -year renewal options. The total expenditure for the three - year term would be $282,000. Discussion The BBB currently operates a fleet of 208 transit coaches requiring rear and front axle assembly services on NABI and El Dorado (Meritor) axles, and New Flyer (MANN) axles. Rear axle assembly services consist of repair, rebuild and replacement of axles off -site. Due to normal wear and tear and the high number of miles operated, rear axle assembly services range from housing cracks to rear axle component malfunction. Vendor Selection In February 2012, the City published Notices Inviting Bids to provide rear axle assembly services as required by the Big Blue Bus in accordance with City specifications. The bid was posted on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Fifteen prospective bidders made requests for bid documents. Two bids were received 1 and publicly opened on February 28, 2012 (Attachment A). Staff recommends Truck Gear, Inc. as the best bidder based on price, complete bid response, and positive history with the vendor. Truck Gears, Inc. has been providing rear axle assembly services to the BBB since 2005. Their services include transport of vehicle to a TGI facility, performance of repairs, and return of vehicle to the BBB. Quality control and auditing inspection of the repairs completed by contractor is performed by BBB mechanics. Financial Impacts & Budget Actions The amount of the purchase orders to be awarded to Truck Gears Inc., for the three - year term is $282,000. Funds in the amount of $90,000 are available in account number 0410106.589000 in the FY 2011 -13 adopted budget. Budget authority for subsequent years will be requested in each budget cycle for Council approval. Future funding is contingent upon Council approval.
