Subject: Adoption of Resolution related to the Civil Service Status of the Assistant
City Clerk in the City Clerk's Office
Recommended Action
Staff recommends that the City Council adopt the attached resolution returning the
position of the Assistant City Clerk from an "Unclassified" at -will position to a "Classified"
position under Civil Service process.
Executive Summary
In order to establish consistency and conformity with all other classifications in the
Records and Election Services Department, staff is requesting that the City Council
adopt a resolution approving the change in status of the Assistant City Clerk position
from its current at -will status to a classified position with Civil Service status.
Background
At the municipal election of November 7, 2006, the voters of Santa Monica approved
Proposition U which, in part, changed the status of all the employees in the City Clerk's
Office from "classified" (with Civil Service protections) to "unclassified" (at,will). The
measure also included a provision that Council, by resolution, had the ability to maintain
the employees' civil service status. Because of concerns raised by a bargaining unit,
and with the agreement of the City Clerk, at the December 5.2006 Council meeting, the
City Council adopted a resolution returning the positions for all employees in the City
Clerk's Office to Civil Service, with the exception of the Assistant City Clerk, which
position remained as "Unclassified."

Discussion
All the Department's positions, including the City Clerk position, are under "Classified"
status, and only the Assistant's position remains as unclassified. The City Clerk is
recommending that Council adopt a resolution returning this position to a "Classified"
status to achieve uniformity and conformity for all the Department employees.
Financial Impacts & Budget Actions
Adopting the attached resolution would have no direct financial impact on the
department's budget.
