SR-04-24-2012-3F1W Idimm City of City Council Report Santa Monica City Council Meeting: April 24, 2012 Agenda Item: 3_F To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Deputy Inspection and Testing Services for Parking Structure 6 Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Willdan Geotechnical, a California -based company, in an amount not to exceed $285,500 for deputy inspection and material testing services for the demolition and rebuilding of Parking Structure 6. Executive Summary On June 30, 2009, Council approved a contract with Morley Construction Company as the design - builder to rebuild Parking Structure 6. In preparation of rebuilding Parking Structure 6, a construction inspection firm is needed to assist the City in providing deputy inspection and material testing services. These services are required to ensure that structural concrete, masonry, steel, welding, and bolts elements are constructed to City standards and specifications. In January 2012, a Request for Proposals was issued in order to solicit construction inspection proposals for Parking Structure 6. After reviewing proposals received, staff recommends Willdan Geotechnical to provide deputy inspection and material testing services for Parking Structure 6 in an amount not to exceed $285,500. Parking structure demolition work is underway, with rebuilding efforts to follow. The project is expected to be completed in late 2013. Background On June 30, 2009, Council approved Design -Build Contract No. 9212 (CCS) with Morley Construction Company, in an amount not to exceed $195,000, to provide preconstruction services for Parking Structures 1 and 6. 1 On MaV 11, 2010, Council approved a Guaranteed Maximum Price (GMP) contract, in the amount of $3,694,350, for architectural and engineering design services of Parking Structure 6 only as directed by Council on November 10, 2009. On September 27, 2011, Council approved an amendment to the contract for construction services for a GMP amount of $39,276,453. The revised contract amount for Design -Build Contract No. 9212 (CCS) with Morley Construction Company is $43,165,803. Discussion Consultant Selection On July 22, 2011, the City issued a Request for Qualifications (RFQ) for deputy inspection and material testing services for various City projects. These services are required to ensure that structural concrete, masonry, steel, welding, and bolts elements are constructed to City standards and specifications. The RFQ was published in the Santa Monica Daily Press and posted on the City's online bidding website. A total of 21 firms responded to the RFQ. A selection committee comprised of Public Works staff reviewed the qualifications and developed a prequalification list of qualified deputy inspection and material testing firms. In January 2012, five firms including Willdan Geotechnical, Smith -Emery Company, Koury Engineering & Testing, Heider Engineering Services, and Converse Consultants from the prequalified list were asked to provide proposals for deputy inspection and material testing services for Parking Structure 6. Upon reviewing the proposals and meeting with the firms, staff recommends Willdan Geotechnical as the best bidder based on their proposal, competitive prices, experience, references, and qualifications of the proposed project inspection team. The proposed project inspection team includes one project manager ($100 /hr) to provide general work plan oversight; one deputy inspector ($75 /hr) to monitor and inspect all structural concrete, masonry, steel, welding, and bolts elements; one field technician ($75 /hr) to assist the deputy inspector in providing field testing services; and one laboratory technician ($70 /hr) for elements 2 requiring laboratory testing. The deputy inspector would be on the project full -time from May 2012 to December 2013, while the other project team members would be on the project part -time or as- needed from May 2012 to December 2013. Willdan Geotechnical has completed inspection and testing services for various public sector projects in Southern California. These projects include parking structures, courts, municipal office facilities, K -12 schools and higher education facilities, and civic centers. Some of Willdan Geotechnical's clients included the Orange Coast Community College District, City of San Clemente, Port of Los Angeles, Los Angeles County, Port of Long Beach, City of Long Beach, California State University of Fullerton, and City of Santa Monica. Parking Structure 6 was closed on February 13, 2012, to allow for demolition and reconstruction work. The project is expected to be completed by the end of 2013. Financial Impacts & Budget Actions The contract amount to be awarded to Willdan Geotechnical for deputy inspection and testing services for Parking Structure 6 is $285,500. Funds in the amount of $285,500 are available in the FY2011 -13 budget in account 0044049.589000.
