Subject: Revisions to the Agency Funding Levels within the Approved FY 2011 -15
Human Services Grants Program for WISE & Healthy Aging and Boys and
Girls Clubs of Santa Monica
Recommended Action
Staff recommends that the City Council:
1. Reduce funding in the amount of $41,855 to WISE & Healthy Aging (WISE) and
approve a corresponding funding increase of $41,855 to Boys and Girls Clubs of
Santa Monica (BGC).
2. Authorize the City Manager to negotiate and execute modifications to
Contract 9429 with BGC, to increase the contract amount by $41,855, for a total
contract amount not to exceed $121,855; and Contract 9422 with WISE, to
decrease the contract amount by $41,855, for a total contract amount not to
exceed $1,125,112.
3. Authorize the budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The Council- approved FY 2011 -15 Human Services Grants Program (HSGP) includes
agency funding levels to local human service organizations for FY 2011 -12. Due to
WISE's decision to decline one -time City funding for the purchase of a van, staff
recommends that these one -time Proposition A funds be awarded to BGC for
FY 2011 -12. The revised total agency funding levels within the FY 2011 -15 HSGP are
$1,125,112 for WISE and $121,855 for BGC. Staff recommends that the amount of the
contract for BGC be increased by $41,855, for a total contract amount not to exceed
$121,855; and the amount of the contract for WISE be decreased by $41,855, for a total
contract amount not to exceed $1,125,112.
Background
On June 21, 2011, Council approved the Final Proposed FY 2011 -15 Human Services
Grants Program (HSGP), which identifies each nonprofit organization and program
proposed for funding and details the proposed program activities. Funding

recommendations established in this plan serve as a framework for continued grant
funding over a four -year period, FY 2011 -12 through FY 2014 -15. Funding may be
renewed for an additional three years contingent upon available funding, effective
program performance, ability to meet existing and emerging priority community needs,
and City Council approval.
Discussion
The approved FY 2011 -15 Human Services Grants Program (HSGP) includes $41,855
in one -time Proposition A funds to WISE for the purchase of a wheelchair accessible
van to allow for expanded assisted senior transportation options for the agency's
program participants. In the fall of 2011, staff received an email from WISE indicating
its decision to decline City funding for the purchase of a van due to limited flexibility in
using the vehicle. WISE indicated the agency would pursue private donations to fund
such a purchase so that it would allow greater flexibility in providing service beyond the
boundaries of Santa Monica.
In January 2012, a notice of funding availability of one -time Proposition A funds to
currently funded agencies was released. Applications from Boys and Girls Clubs of
Santa Monica, OPCC and CLARE Foundation were received.
Human Services Division staff evaluated the applications based on the agencies' ability
to demonstrate how the vehicle purchase would address crucial transportation needs in
Santa Monica and strengthen programs and services provided by the agency. Staff
recommends that one -time Proposition A funds be awarded to BGC for FY 2011 -12.
With this funding, BGC proposes to purchase two new vans to transport students from
SMMUSD schools to its Main Branch Club so youth can participate in its after school
programs and activities. The coordination of transportation for youth to access after
school programs from Santa Monica public schools was one of the key City initiatives
approved by City Council on Jalluay— X11,, 201 i for the FY 2011 -15 HSGP, formerly the
Community Development Program. The proposed funding increase to BGC totals

$41,855, which was the approved funding level to WISE for the purchase of a van. If
Council concurs, the revised funding levels on page 3 of the HSGP plan would be
revised to $1,125,112 for WISE and $121,855 for BGC. In addition, pages 5 and 26 of
the HSGP plan would be revised to reflect these changes.
Financial Impacts & Budget Actions
The contract modification to be awarded to Boys and Girls Clubs of Santa Monica is
$41,855, for a new total contract amount not to exceed $121,855. The contract
modification requires a budget transfer of $41,855 from account 202627.562422 to
account 202627.562440.
