Subject: Construction Management Services for Pico Branch Library
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Swinerton
Management and Consulting, a California -based company, in an amount not to
exceed $768,020 (includes a 10% contingency) for construction management
services for the Pico Branch Library.
2. Appropriate the budget increases as outlined in the Financial Impacts and
Budget Actions Section of this report.
Executive Summary
On March 13, 2012, the City received bids for the construction of the Pico Branch
Library. In preparation for the construction of the new Pico Branch Library, a
construction management firm is needed to assist the City in monitoring the work of the
contractor. Staff recommends Swinerton Management and Consulting to provide
construction management services for the Pico Branch Library at a cost of $768,020.
Background
On May 12, 2009, Council approved construction of a branch library at Virginia Avenue
Park as one of the Redevelopment Agency's priority projects. Following Council's
action, staff solicited firms to provide design services for the new Pico Branch Library.
On February 23 2010, Council awarded a design contract to Koning Eizenberg
Architects. The firm was selected based on its familiarity with the Pico neighborhood,
broad experience in working with the community, and the quality of its built projects,
which includes Virginia Avenue Park. On February 22 2011, Council reviewed the
proposed design concepts for the Pico Branch Library project and directed staff to move
forward with schematic design. On May 24 2011, Council approved allocation of $10.8

million of Redevelopment Agency funds for the Pico Branch Library project. On
September 27, 2011, Council reviewed and provided input on the proposed design
concepts for the Pico Branch Library project and directed staff to move forward with the
construction document phase of design. The design phase is now complete and the
project is ready for construction.
Discussion
On March 13, 2012, the City received bids for the construction of the Pico Branch
Library. In preparation for the construction of the new Pico Branch Library, a
construction management firm is needed to assist City staff with monitoring the work of
the contractor and to provide construction management services during pre -
construction, construction and close -out of the project. Construction of the Pico Branch
Library is scheduled to begin in June 2012. The project is expected to be completed in
late 2013.
On July 22, 2011, the City issued a Request for Qualifications (RFQ) for construction
management services for various City projects. The RFQ was published in the Santa
Monica Daily Press and posted on the City's website. A total of 38 firms responded to
the RFQ. A selection committee comprised of Public Works staff reviewed the
qualifications and developed a prequalification list of qualified construction management
firms. Five firms including Kitchell, Swinerton Management and Consulting ( Swinerton),
GKK, Griffin Structures, and Vanir from the prequalified list were asked to provide
proposals for construction management services for the Pico Branch Library. Upon
reviewing the proposals and meeting with the firms, staff recommends Swinerton based
on its competitive pricing, experience, references, and the qualifications of the proposed
construction management team.

Swinerton has constructed or provided construction management services on over $260
million of library and related government projects in the last ten years. Swinerton would
bring a project team that has current and recent experience providing construction
management, estimating, and inspection services on library projects for the City of
Monterey Park, City of Fullerton, City of Alhambra, and Pierce College. Furthermore,
the project team has current experience with projects within Santa Monica and the
neighborhood surrounding the Pico Branch Library.
Financial Impacts & Budget Actions
The contract amount to be awarded to Swinerton Management and Consulting is
$768,020. Award of the contract requires an appropriation of $768,020 from the
General Fund to account C014032.589000, Pico Branch Neighborhood Library.
