King, Director of Transit Services Subject: Vacuum System Refurbishment Service Recommended Action Staff recommends that the City Council award Bid No. 3075 to Peterson Hydraulics Inc., a California -based company, to provide bus wash vacuum system refurbishment service for a total not to exceed $219,000. Executive Summary The Big Blue Bus Fuel and Wash Facility bus wash vacuum system installed in 2003 has reached the end of its useful life. In addition, the existing vacuums are incompatible with the newer transit vehicles that have been in service since August of 2011. Staff recommends Peterson Hydraulics Inc. for bus wash vacuum system refurbishment services. The total estimated expenditure is $219,000. Discussion The Big Blue Bus Fuel and Wash Facility was built in 2003. The building currently houses a central vacuum system that does not meet current operational standards and requirements. Originally, the design enabled staff to vacuum the interior of the buses on a daily basis. However, due to the acquisition of the new 60' articulating buses, and the normal deterioration of the system due to its age, the system is currently incapable of supporting the 170 buses that are cleaned by BBB motor coach cleaners per day. The updated vacuum system must accommodate the 60 -foot articulating buses. The refurbished system would enable staff to properly and efficiently keep the entire fleet of buses clean and free of dirt and debris on a daily basis. The current system is unable to supply enough power to allow simultaneous cleaning of buses in the two service lanes equipped with the vacuum system; as a result, one side gets more suction than the 1 other and the system constantly clogs up with debris causing a reduction in productivity and quality of services performed. Vendor Selection In January 2012, the City published Notices Inviting Bids to provide vacuum system refurbishment service as required by the Big Blue Bus in accordance with City specifications. The bid was posted on the City's on -line bidding site and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Ten prospective bidders made requests for bid documents. One bid was received and publicly opened on January 31, 2012 per Attachment A. Based on price, compliance with City specifications, and positive reference responses, Peterson Hydraulics, Inc. is recommended as the best bidder. Financial Impacts & Budget Actions The total amount of the purchase order to be awarded to Peterson Hydraulics, Inc. for the refurbishment of the vacuum system is $219,000. Funds are available in account number C410826.589000. All funds used for this purchase come from funding sources specifically dedicated for transit uses.
