sr-032712-3ac;tvof City Council Report Santa Monica" City Council Meeting: March 27, 2012 Agenda Item: 3 —A To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Construction Contract and Construction Management Services Contract for the 20th Street and Cloverfield Boulevard Improvement Project Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a contract with All American Asphalt, a California -based company, in the amount of $4,013,053 (includes a 10% contingency) to provide construction services for the 20th Street and Cloverfield Boulevard Improvement Project. 2. Authorize the City Manager to negotiate and execute a contract with Black & Veatch, a California -based company, in the amount of $385,670 (includes a 10% contingency) to provide construction management services for the 20th Street and Cloverfield Boulevard Improvement Project. 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Executive Summary The 20th Street and Cloverfield Boulevard Improvement Project provides various streetscape enhancements on 20th Street and Cloverfield Boulevard, between the Santa Monica Freeway (1 -10) and Pico Boulevard. The recommended construction contract includes new lighting, landscaping and street trees, reconstruction of the sidewalks with concrete pavers, sidewalk accessibility modifications, reconstruction of the asphalt streets, and bicycle treatments while maintaining the existing street and parking configuration. Ten bids were received and evaluated and All American Asphalt is recommended as the best bidder to provide construction services in the amount of $4,013,053. Thirty - three Statements of Qualifications for Construction Management services were received, interviews were held with several firms, and Black & Veatch is recommended as the best qualified to provide construction management services in the amount of $385,670. Discussion On April 27, 2010, City Council approved the refined streetscape designs for 20th Street and Cloverfield Boulevard. This streetscape project will provide urban design enhancements in the existing sidewalk /parkway area, while maintaining the existing street and parking configuration. The proposed improvements include a full depth replacement of the street section, street and pedestrian lighting, landscaping, sidewalk accessibility modifications, and bicycle /automobile lane markings known as "sharrows ". The existing street trees will be replaced by three new tree species that provide canopy, color, and promote biodiversity. Contractor Selection On January 27, 2012, the City published a Notice Inviting Bids in the Santa Monica Daily Press and on the City's online bidding website. Sixty -one prospective contractors requested the online bid packages. The City Clerk's Office received the following ten bids that were publicly opened by the Deputy City Clerk on February 15, 2012: Bidder Bid Amount All American Asphalt $ 3,648,229.80 C.A. Legacy Construction $ 4,103,687.00 EBS General Engineering $ 4,119,076.00 Los Angeles Engineering, Inc. $ 4,644,241.95 Griffith Company $ 5,119,854.55 Engineer's Estimate: $ 5,830,000.00 2 All bids were evaluated on competitive pricing, consistent accuracy in bidding, volume of projects that involve similar construction, and positive reference responses. Staff recommends All American Asphalt located in Corona, California, as the best bidder based on their price, quality of services offered, and experience with similar projects. All American Asphalt recently completed street improvement projects for the City of Santa Monica, County of San Bernardino, City of Huntington Beach, City of Long Beach, among several others. Staff contacted reference agencies and all respondents reported that All American Asphalt's work was completed in a timely and cost - efficient manner while maintaining consistent quality. Staff also verified with the Contractors State License Board that All American Asphalt and listed subcontractors' licenses are current, active, and in good standing. Construction Management Selection In June 2011, the City requested Statements of Qualifications for construction management and inspection services for upcoming construction projects throughout the City. The request for Statements of Qualifications was advertised on the City's online bidding website. Thirty -three firms submitted Statements of Qualifications for this project, which were reviewed and rated by Public Works staff. Selection criteria included technical competence, staffing capability, project approach, past performance, dispute resolution, quality control, cost control, management services, customer service and the ability to meet required time frames. The top five firms were invited to interview with Public Works staff on February 15, 2012. Black & Veatch is recommended as the best firm to provide construction management and inspection services based on their competitive prices and their direct experience working on similar projects for the City of Santa Monica. Black & Veatch services would include public outreach, construction management, material testing, and continuous inspection of the contractor's work. Staff contacted reference agencies and all respondents reported that Black & Veatch provided exceptional construction management and inspection services. 3 Financial Impacts & Budget Actions The contract amount to be awarded to All American Asphalt is $4,013,053 (includes a 10% contingency).
