Subject: Fifth Modification of Agreement with PCR Services Corporation to provide
historic resource analysis
Recommended Action
Staff recommends that City Council authorize the City Manager to negotiate and
execute a fifth modification to professional services Agreement 9225 with PCR Services
Corporation, a Santa Monica based firm, in the amount of $75,000 to provide
professional services in the field of historic preservation. This will result in a 2 '/2 year
contract length beginning in September, 2009, for a new total of $232,950.
Executive Summary
This report explains the need to increase the City's existing contract with PCR Services
Corporation to provide professional services in the field of historic preservation,
including evaluation of a property's eligibility when a structure of merit, landmark, or
historic district application is filed and analysis of proposed alterations to designated
historic structures. This work is necessary to continue to support the City's Historic
Preservation Program, Goals and Policies of the City Historic Preservation Element.
The $75,000 modification would bring the total contract amount to $232,950.
Background
On September 4, 2009, the City and PCR Services entered into Agreement Number
1880 in the amount of $30,000 to provide professional services in the field of historic
resource analysis. These services include analysis of proposed alterations to
designated Landmark structures and non - designated structures considered to be
historic resources when a discretionary permit application is involved; evaluation of a
property's eligibility when a landmark, structure of merit or historic district application is
filed; and other research projects as required by the Landmarks Commission or staff.
On November 23, 2009, a first modification was entered into in order to include
additional services to be performed by Consultant and to increase the total contract

price by $30,000. On February 23, 2010, a second modification was entered into to
increase the contract price by $9,950 to reflect the cost of providing the additional
services. At the time, the agreement was below the Council approval threshold. On
June 8. 2010, Council approved an additional $38,000 and on Agril 12 2011 Council
approved an additional $50,000 for a new contract total of $157,950.
Discussion
The Council and the community have identified protection of neighborhoods as one of
the City's highest priorities. The City's Landmarks Commission and Historic
Preservation Program actively support this mission through the evaluation of properties
for protection and designation as structures of merit, landmarks, or historic district
contributors. Further, alterations to designated properties require careful review to
ensure compliance with the Secretary of Interior Standards for Historic Preservation.
Additionally, historic resource evaluation is frequently required during the development
review process to ensure potential resources are carefully evaluated and are
appropriately protected or incorporated into new development projects as necessary to
minimize impact to the City's historic and architectural framework. The typical cost for a
landmark designation assessment is between $6000 and $8000, depending on the
complexity of the assessment and if an appeal is filed on the Landmark Commission's
action.
PCR Services Corporation has provided the City with thorough and timely analysis on
historic resources issues. Given the firm's experience and knowledge of the City's
historic fabric and existing scope of work, staff recommends modifying the agreement to
allow for additional historic preservation services. The $75,000 modification will result in
a 2 '/z year contract length beginning in September 2009, for a total amount of
$232,950.

Contractor /Consultant Selection
In February 2009, a RFQ was sent to 11 firms that specialize in historic resource
evaluation. Responses were received from 8 qualified firms. PCR Services
Corporation was selected based on the depth of the firm's historic preservation
expertise and their knowledge of the City's architectural history and range of cultural
resources.
Financial Impacts & Budget Actions
The contract modification to be awarded to PCR is $75,000. Funds in the amount of
$75,000 are available in the FY11/12 budget for division 01266. The costs associated
with this modification will be charged to account number 01266.555060.
