Subject: Second Amendment to Purchase Order for Re- plastering the Municipal
Pools at the Santa Monica Swim Center
Recommended Action
Staff recommends that City Council approve a second amendment to Purchase Order
No. 329844 -OP with Sea -Clear Pools, a California -based company, in the amount of
$44,850 to remove and replace the plaster on the splash pool at the Santa Monica
Swim Center. This would result in a total purchase order amount not to exceed
$154,565.
Executive Summary
In December 2011, Sea -Clear Pools began construction to replace and repair the
plaster on the two municipal pools located at the Santa Monica Swim Center. On
January 24, 2012, Council approved a first amendment in the amount of $16,350 to the
purchase order with Sea -Clear Pools for the replacement of drain sumps and covers in
the pools. During two recent inspections, staff discovered that the existing plaster on
the splash pool is blistering, a condition that poses a safety hazard to the public, which
led to the immediate closure of the splash pool. Staff recommends a second
amendment to Purchase Order No. 329844 -OP with Sea -Clear Pools in the amount of
$44,850 to re- plaster the splash pool, for a total amount not to exceed $154,565.
Background
In November 2011, Purchase Order No. 329844 -OP was issued to Sea -Clear Pools
through a formal competitive bid process for the Municipal Pool Re- plastering Project.
The purchase order for $93,365 was for the re- plastering of the fitness pool, spot
patching of the splash pool, and repair of faulty pool lighting fixtures.
On Janua�24, 20122012, Council approved an amendment in the amount of $16,350 to the
purchase order with Sea -Clear Pools for the replacement of drain sumps and covers in
the pools to meet the requirements of Los Angeles County Department of Health
Services.

Discussion
During two recent inspections conducted in early February 2012, Finance /Risk
Management, Public Works and Community and Cultural Services staff discovered that
the existing plaster on the splash pool, outside the area recently repaired, is now
blistering. These blisters have created jagged edges along the floor of the pool, and
have been deemed a safety hazard to the public. Based on these assessments, staff
immediately closed the splash pool and assessed the extent of repairs necessary to
correct this problem.
Staff recommends a second amendment in the amount of $44,850 to Purchase Order
No. 329844 -OP with Sea -Clear Pools to remove and replace the plaster on the entire
splash pool at the Santa Monica Swim Center as part of the Municipal Pool Re-
plastering Project. This would correct any issues with the pool surfaces and should
extend this pool life between seven to ten years. The contractor has provided a
warranty of five years for these repairs.
Financial Impacts & Budget Actions
The second amendment to Purchase Order No. 329844 -OP, with Sea -Clear Pools, is
$44,850, for a new purchase order total of $154,565. Funds are included in the
FY2011 -13 budget in account 0010664.589000.
