sr-021412-3m0 City Council Report tmm City of Santa moniea' City Council Meeting: February 14, 2012 Agenda Item: 'I'A To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Adoption of a Resolution Authorizing Application for Tire - Derived Product Grant Funds MOUTNI u 1:P-O /eN.iT Staff recommends that the City Council adopt the attached five -year resolution authorizing the City Manager to apply for Tire - Derived Product Grant funds for fiscal years 2012 -2013 through 2013 -2017. Executive Summary The City of Santa Monica is eligible for funding from the Department of Resources, Recycling and Recovery (CalRecycle), formerly known as the California Integrated Waste Management Board, for programs that promote alternative uses for waste tires and decrease environmental impacts from unlawful tire disposal and traditional stockpiling methods. The City plans to seek Tire - Derived product grants from CalRecycle to supplement the Annual Street Repair Project and to purchase tire derived products for Resource Recovery and Recycling operations, such as wall bumper guards for refuse enclosures and bin ramps. The resolution would authorize application for these funds for fiscal years 2012 -2013 through 2013 -2017. Discussion The City of Santa Monica has incorporated recycled tire products in rubberized asphalt used for the Annual Street Repair Project for many years. Additionally, the City has found rubberized sidewalk panels made of recycled tires to be durable and an environmentally friendly alternative to concrete sidewalk removal and replacement around trees with aggressive root growth. These grant funds would be used to supplement funds for street and sidewalk repairs as part of the Annual Street Repair Project. Staff would apply for Tire - Derived grants to purchase rubberized wall panels 1 for refuse enclosures, rubber planks for the Pier, and rubberized ramps for easier bin pushing to /from the collection vehicles. Staff would use this resolution as authority to apply for grant funds over the next five years from CalRecycle. Financial Impacts & Budget Actions There is no immediate budget/financial impact to the policy decision.
