Subject: Purchase of Sulfuric Acid
Recommended Action
Staff recommends that City Council award Bid #3067 to Univar USA, Inc., a
Washington -based company, for the purchase and delivery of Sulfuric Acid for a one -
year term, for a total amount not to exceed $381,375.
Executive Summary
Staff recommends award of bid to Univar USA, Inc., for the purchase and delivery of
Sulfuric Acid for use at the City's Arcadia Water Treatment Plant for specified unit prices
plus applicable sales tax. The total expenditure for the one -year term is not to exceed
$381,375.
Discussion
Sulfuric Acid is used at the City's Arcadia Water Treatment Plant to adjust the pH of the
water prior to treatment through the Reverse Osmosis (RO) unit. Treatment Plant staff
have been conducting trials for Reverse Osmosis antiscalants and have determined that
a pH adjustment in conjunction with the use of an antiscalant will be necessary to
operate the RO unit in an optimal fashion. Operating RO units optimally extends the life
cycle of the expensive RO membranes and reduces the need for frequent membrane
cleanings.
Vendor Selection
In October 2011, the City published Notices Inviting Bids to provide sulfuric acid as
required by the Water Treatment Plant in accordance with City specifications. The bid
was posted on the City's on -line bidding site PlanetBids, and notices were advertised in
the Santa Monica Daily Press in accordance with City Charter and Municipal Code

provisions. Two bids were received and publicly opened on November 9, 2011 per
Attachment A. Bids were evaluated based on price and compliance with City
specifications. Univar is recommended based on meeting all requirements and is the
lowest price.
Financial Impacts & Budget Actions
The amount of the purchase order to be awarded to Univar USA Inc, for the one -year
term is $381,375. Funds are available in account number 05673.544011 in the FY
2011 -13 adopted budget.
