r-10650City Council Meeting: 01 -10 -2012 Santa Monica, California RESOLUTION NO. 10650 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SETTING FIRE SAFETY OFFICER ASSIGNMENTS WHEREAS, it is the policy of the City of Santa Monica to charge for the full cost of services provided by City staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, the City desires to establish Fire Safety Officer Assignment fees in order to recover costs associated with assigning a Fire Safety Officer, when it is determined by the Fire Marshal, that such an assignment is essential for public safety in a place of assembly or any other place where people congregate, because of the number of persons, or the nature of the performance, exhibition, display, contest or activity, the owner, agent, or lessee shall provide a Fire Safety Officer as required and approved to remain on duty during the times such places are open to the public, or when such activity is being conducted; and WHEREAS Fire Safety Officer shall keep diligent watch for fires, obstructions to means of egress, and other hazards during the time such place is open to the public or such activity is being conducted and take prompt measures for remediation of hazards, ATTACHMENT C extinguishment of fires that occur and assist in the evacuation of the public from the structures. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The following fee is established for services of the Fire Department, effective January 11, 2012. Fire Safety Officer $125.00 an hour with a four -hour minimum, plus a $50.00 vehicle fee SECTION 2. Commencing on July 1, 2012 and on July 1 of each fiscal year thereafter all fees established by this resolution, unless noted otherwise, shall be Administratively revised and increased annually by a factor equal to the difference in the Los Angeles- Anaheim - Riverside Consumer Price Index for Wage Earners and Clerical Workers for the period February through February of the prior fiscal year, except that any such administrative revision shall not be less than any annual cost of living adjustment provided to the employees of the City of Santa Monica through Memorandums of Understanding entered into between the City and the employees' bargaining representatives for the comparable fiscal year, and in no event shall the annual administrative revision be less than zero percent (0 %). 2 ATTACHMENT C SECTION 3.
