sr-011012-3h (2)s City of City Council Report Santa Monica City Council Meeting: January 10, 2012 Agenda Item:3-14 To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Purchase of Police Vehicles Recommended Action Staff recommends that City Council award a sole source purchase order to Wondries Fleet Group, a California -based company, in an amount not to exceed $1,240,457 for the purchase and delivery of 45 black and white police interceptors and five police administrative vehicles. Executive Summary The Ford Crown Victoria Police Interceptor (CVPI) is the standard police vehicle used by the Santa Monica Police Department for routine police duties and emergency response. The CVPI has been discontinued and is no longer in production. The only CVPI vehicles available at this time are from dealer stock. Wondries Fleet Group is the only known regional supplier of CVPIs that meet the Santa Monica Police Department specifications. Therefore, staff recommends Wondries Fleet Group for the purchase and delivery of 45 black and white police interceptors and five administrative vehicles in an amount not to exceed $1,240,457. This purchase will provide replacements of patrol vehicles through the end of FY2012 -13. Discussion The Ford Crown Victoria Police Interceptor (CVPI) has been the U.S. law enforcement industry standard for police vehicles and is used by the Santa Monica Police Department for routine police duties and emergency response. The CVPI has been discontinued, is no longer in production, and Ford is no longer accepting orders. The only CVPI vehicles available at this time are from dealer stock. Staff recommends purchasing 50 CVPIs to provide replacement vehicles for the Police Department through the end of FY2012 -13. This is the most cost - effective option because the existing equipment in the CVPIs to be replaced can be transferred to the new CVPIs. The purchase of a different vehicle would require purchasing all new after - market 1 equipment, which can cost as much as $20,000 per vehicle. Staff will explore other options for future police vehicle replacements. Vendor Selection In July 2011, the City published a Notice Inviting Bids on the City's online bidding site, Planet Bids, for the purchase of three CVPI vehicles. A total of 222 vendors were notified, eight vendors downloaded the bid packet, and only one response was received from Wondries Fleet Group. Similarly, in May 2011, after a competitive bid process, the Los Angeles County Sherriff's Department awarded a bid to Wondries Fleet Group to provide 130 CVPI vehicles. Based on the two bids described above, it is evident that Wondries Fleet Group is the only known regional supplier of CVPIs. For this reason, staff recommends that a sole source purchase order be awarded to Wondries Fleet Group for the purchase and delivery of 45 black and white police interceptors and five police administrative vehicles in an amount not to exceed $1,240,457. Financial Impacts & Budget Actions The purchase order amount to be awarded to Wondries Fleet Group is $1,240,457. Funds are available in the FY2011 -13 budget in account C540167.589200.
