ityo City Council Report
Santa Monica'
City Council Meeting: January 10, 2012
Agenda Item: 3-C4
To: Mayor and City Council
From: Gigi Decavalles- Hughes, Acting Director of Finance
Subject: Purchase of Heavy Duty Dump Truck
Recommended Action
Staff recommends that the City Council award Bid #3065 to Los Angeles Freightliner, a
California -based company, for the purchase and delivery of one new heavy duty dump
truck for a total amount of $252,358.
Executive Summary
Staff recommends award of bid to Los Angeles Freightliner to furnish and deliver one
new heavy duty dump truck in the amount of $252,358. The heavy duty dump truck will
be used by the Street Maintenance Division for hauling materials used in the repair and
maintenance of the City's streets and alleys.
Discussion
The proposed dump truck would be used by Street Maintenance Division personnel and
replace two smaller vehicles that have reached the end of their useful life and are
scheduled for replacement at this time. This dump truck is used for hauling materials in
the repair and maintenance of the City's streets and alleys. As referenced in the
Information Item that was submitted to the City Council on January 15, 2008, two of the
goals of the Reduced - Emissions Fuels Policy for Vehicle Purchases are to reduce
emissions and to reduce the use of petroleum fuels. The purchase of this CNG low
emission dump truck would contribute to these goals.
Vendor Selection
In October, 2011, the City published Notices Inviting Bids to furnish and deliver one
heavy duty dump truck with a 24 -cubic yard body as required by the Fleet Management
Division in accordance with City specifications. The bid was posted on the City's on -line
1
bidding site Planet Bids, and notices were advertised in the Santa Monica Daily Press in
accordance with City Charter and Municipal Code provisions. Three bids were received
and publicly opened on October 27, 2011 per Attachment A. Bids were evaluated
based on price and compliance with City specifications. Based on the criteria, Los
Angeles Freightliner is recommended as the best bidder. Los Angeles Freightliner's
price is the lowest of the three quotes received and the truck offered meets all
specifications.
Financial Impacts & Budget Actions
The amount of the purchase order to be awarded to Los Angeles Freightliner is
$252,358. Funds are available in Fleet Vehicle Replacement Program Account
0540167.589000.
