Subject: Purchase of Valve Maintenance Truck
Recommended Action
Staff recommends that the City Council award Bid #3064 to Fritts Ford, a California -
based company, for the purchase and delivery of one new valve maintenance truck for
a total amount of $197,413.
Executive Summary
Staff recommends award of bid to Fritts Ford to furnish and deliver one new valve
maintenance truck in the amount of $197,413. The valve maintenance truck will be
used by the Water Division for maintenance and repairs of the City's water system.
Discussion
The proposed valve maintenance truck would be used by Water Division personnel and
would replace a vehicle that has reached the end of its useful life and is scheduled for
replacement at this time. This truck would be operated on gasoline as it is a take -home
emergency response vehicle and requires the engine to run during operation of the
equipment. This is the only vehicle in the Water Division that is not practical to operate
on alternative fuels at this time.
Vendor Selection
In October, 2011, the City published Notices Inviting Bids to furnish and deliver one
valve maintenance truck as required by the Fleet Management Division in accordance
with City specifications. The bid was posted on the City's on -line bidding site Planet
Bids, and notices were advertised in the Santa Monica Daily Press in accordance with
City Charter and Municipal Code provisions. Five bids were received and publicly
opened on October 24, 2011 per Attachment A. Bids were evaluated based on price

and compliance with City specifications. Based on the criteria, Fritts Ford is
recommended as the best bidder. Fritts Ford is the second lowest bidder but proposed
a body built by Scelzi Enterprises. Staff determined that the Scelzi Enterprise body is of
better quality and offers a better fit and finish than the C -Tec body included in the Trans -
West Truck Center bid.
Financial Impacts & Budget Actions
The amount of the purchase order to be awarded to Fritts Ford is $197,413. Funds are
available in the Fleet Vehicle Replacement Program Account C540167.589000.
