Authorize the City Manager to negotiate and execute a first modification to Contract No. 9241 (CCS) in the amount of $165,000 (includes a 10% contingency) with KDC Inc. dba Dynalectric (Dynalectric), a California -based company, to upgrade the series street light system on Main Street between Colorado Avenue and Pico Boulevard. This would result in a new contract amount not to exceed $1,561,043. 2. Authorize the City Manager to negotiate and execute a first modification to Contract No. 9242 (CCS) in the amount of $16,500 (includes a 10% contingency) with TCM Group, a California -based company, to provide inspection of the street light system upgrade. This would result in a new contract amount not to exceed $190,740. Executive Summary The Palisades Garden Walk and Town Square project is currently in the final design phase with construction expected to begin in May 2012. The design, which includes installation of new street lighting on Main Street adjacent to both projects, cannot be efficiently implemented and maintained unless the existing series street light system on Main Street is upgraded with a modern 120/240 volt system. Staff recommends Dynalectric, the City's contractor for the Annual Street and Park Lighting project, to complete the street light upgrade on Main Street in the amount of $165,000, for a new not to exceed amount of $1,561,043. Additionally, staff recommends TCM Group to provide inspection of the street light upgrade in the amount of $16,500, for a new not to exceed amount of $190,740. Background On July 27 2010, the City Council approved construction Contract No. 9241 (CCS) with Dynalectric and a Professional Services Agreement, Contract No. 9242 (CCS) with TCM Group for the Annual Street & Park Lighting Project to upgrade existing high- 1 voltage series street light systems on several City streets to modern 120/240 systems. The project is currently under construction and nearing completion On June 14, 2011, Council approved the Palisades Garden Walk design development plans. On October 25, 2011 staff updated Council on design elements, including proposed street lighting enhancements for Main Street between the Main Street Bridge and Olympic Drive South to enhance the connection between Palisades Garden Walk and Town Square. Discussion The street lighting system on Main Street between Colorado Avenue and Pico Boulevard is a high - voltage series system except for the portion in front of the Rand Corporation, which was upgraded to a modern 120/240 volt system during construction of the Rand building. However, because the series system is still operational for the rest of Main Street, parallel conduits were installed in front of Rand to maintain continuity of the series circuit. Recently, staff updated Council on design elements for Palisades Garden Walk and Town Square, which included new street lights on both sides of Main Street between the Main Street Bridge and Olympic Drive South to enhance the connection between Palisades Garden Walk and Town Square. The new street lights, consisting of an arc - shaped pole with a double luminaire, would match the design of the pole lighting within Palisades Garden Walk. The proposed street lights however, are not compatible with the existing series system on Main Street, which would have to be upgraded to a modern 120/240 volt system for construction efficiency and ease of maintenance. In order to complete the street lighting upgrade on Main Street without impacting the construction schedule for Palisades Garden Walk and Town Square, staff recommends modifications to two existing contracts as opposed to soliciting bids for construction: • A modification to Contract No. 9241 (CCS) in the amount of $165,000 with Dynalectric to upgrade the series street light system on Main Street between K Colorado Avenue and Pico Boulevard. • A modification to Contract No. 9242 (CCS) in the amount of $16,500 with TCM Group to provide inspection of the street light system upgrade. Upgrading the street light system would also enable the City to abandon the conflicting series street light conduit and allow the Rand Corporation to plant additional street trees on Main Street. Financial Impacts & Budget Actions The contract modification to be awarded to Dynalectric is $165,000, for a new contract total of $1,561,043. The contract modification to be awarded to TCM Group is $16,500, for a new contract total of $190,740. Funds are included in the FY2011 -13 budget at account 0010724.589000.
