Subject: Purchase of Mobile Computers for the Police Department
Recommended Action
Staff recommends that the City Council award Bid #3069 for the purchase of 75 mobile
computers for the Police Department to Lehr Auto Electric, a California -based firm in the
amount of $565,292.
Executive Summary
Staff recommends award of Bid #3069 to Lehr Auto Electric for the purchase of 75
mobile computers at a cost of $565,292, which includes five years of maintenance and
accidental damage protection. The 75 new computers replace existing computers that
have exceeded their useful life. The mobile computers are used by the Police
Department to transmit call for service information to officers, query various law
enforcement databases and support the mobile video system.
Background
The Police Department has used mobile computers in police vehicles for approximately
15 years. The computers allow officers to obtain call for service information, query law
enforcement databases and support the use of the mobile video system that was
installed earlier this year.
Discussion
The existing computers are over seven years old and due for replacement. Typically,
the computers would be replaced every five years. However, the Police Department
was able to extend the life cycle of the existing computers by two years. The computers
are no longer capable of supporting the software presently used by the Police
Department and costs to maintain the computers exceed the value of the equipment.

Vendor Selection
On October 25, 2011 and October 26, 2011, the City published a Notice Inviting Bids in
the Santa Monica Daily Press. The bid documents were posted on the City's online
bidding system, PlanetBids. Of the 31 perspective vendors that made requests for bid
documents, 2 bids were received on November 9, 2011. The bid results are as follows:

All bids were evaluated on competitive pricing. Lehr Auto Electric is recommended as
the best bidder.
