sr-121311-3hof City Council Report City Santa Moniea° City Council Meeting: December 13, 2011 Agenda Item:' 44 To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Donation of City Vehicles and Equipment to the City of Bayou La Batre Recommended Action Staff recommends that the City Council authorize the City Manager, by transfer of title, to donate previously loaned City vehicles and equipment to the City of Bayou La Batre, Alabama. Executive Summary The City of Santa Monica loaned various municipal fleet vehicles and equipment to the City of Bayou La Batre, Alabama shortly after Hurricane Katrina in August of 2005. The agreement was structured to allow transfer of ownership at a later date, subject to Council approval. All vehicles and equipment were near or at the end of their useful life and some had already been replaced. The City of Bayou La Batre recently requested to finalize the donation process. The donation will have no negative financial impact on the City of Santa Monica. All required documents are in order and can be executed in a timely fashion. Discussion In October 2005, the City approved an agreement to loan 24 municipal fleet vehicles and equipment to the City of Bayou La Batre, Alabama to aid in the recovery process from the devastating effects of Hurricane Katrina. At the time, all vehicles and equipment were near or at the end of their useful life and some had already been replaced. The loaned vehicles and equipment have no operational value to the Santa Monica municipal fleet. The list of vehicles and equipment is attached. The agreement between the City of Santa Monica and the City of Bayou La Batre included a provision to transfer title of subject vehicles upon agreement from both 11 parties. The City of Bayou La Batre recently requested to exercise this agreement. The decision to loan rather than donate at the time was based on the ability to expedite the process. The City of Bayou La Batre has indicated the vehicles are still serviceable for their rural needs, yet Bayou La Batre is reluctant to spend municipal funds on needed repairs to loaned equipment. After the titles are transferred, Bayou La Batre will make needed repairs and extend the useful lives of the vehicles. Financial Impacts & Budget Actions The current value of the vehicles and equipment is estimated to be no more than $70,000. The cost to ship the vehicles and equipment back to Santa Monica exceeds their value. By transferring title of the vehicles and equipment to the City of Bayou La Batre, the City of Santa Monica would not incur the cost of shipping, removal, and disposal.
