Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Mead &
Hunt, Inc., a California -based company, in an amount not to exceed $169,400
(includes a 10% contingency) for engineering design services to implement
Airport Capital Improvement Program (CIP) Projects.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
Airport CIP projects approved for fiscal year 2011 -12 include paving of parking lots,
aircraft tie -down areas and access roads; and construction of sidewalks, pedestrian
paths and slope improvements along Airport Avenue. Mead & Hunt, Inc. is
recommended to provide engineering design services at a cost of $169,400 to
implement these projects, and to provide cost estimates and design plans for the
construction of a new parking lot in the vacant north -east section of the Airport.
Discussion
The work proposed under this contract is necessary to implement Airport CIP projects
approved for fiscal year 2011 -12, including paving of several parking lots, aircraft tie -
down areas and access roads; construction of sidewalks, pedestrian paths and slope
improvements along Airport Avenue. In addition, Mead & Hunt, Inc. would provide a
design plan for the construction of a new temporary parking lot in the north -east corner
of the Airport. This project, which could be constructed at a future date, could be leased
to car dealerships, freeing up their current location for other uses.

Consultant Selection
On August 10, 2011, the City issued a Request for Proposals (RFP) for engineering
design services for miscellaneous improvements and slope repairs at the Santa Monica
Municipal Airport, The RFP was made available on the City's online bidding system,
Planet Bids. Fifty -nine prospective bidders made requests for the RFP and nine
proposals were received on August 31, 2011. Proposals were reviewed by a selection
panel comprised of staff from the Engineering and Airport Divisions. Each proposal was
evaluated based on specific criteria including understanding of the project scope, past
experience with similar projects, qualifications of key personnel, and quality of
deliverables. Interviews were conducted with the three top- ranked firms to evaluate the
qualifications and experience of the proposed personnel. Staff recommends Mead &
Hunt, Inc., located in Santa Rosa, California, as the best bidder.
Mead & Hunt's proposed team has extensive experience in the complexities and
requirements associated with the planning and engineering of busy general aviation
airports in California including Redding Municipal Airport, San Luis Obispo County
Regional Airport, Santa Barbara Municipal Airport, Yolo County Airport, Napa County
Airport, and Jacqueline Cochran Regional Airport in Riverside County. Additionally,
Mead & Hunt successfully delivered engineering and construction management
services for a comprehensive safety enhancement, runway rehabilitation and slurry seal
project for the Santa Monica Municipal Airport in 2010. The project was completed on-
time, under budget and with minimal impacts to airport operations. Mead & Hunt's
proposed fee and hourly rates were competitive with other firms.

Financial Impacts & Budget Actions
The design contract to be awarded to Mead & Hunt, Inc. is $169,400 (includes a 10%
contingency). Funds in the amount of $169,400 are available in the FY2011 -13 budget
at account number M330638.589000.
