Subject: Construction Contract for Robson Avenue and Marine Street
Reconstruction
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Sully - Miller
Contracting Co., a California -based company, in an amount not to exceed
$421,327 (includes a 10% contingency) for the reconstruction of Robson Avenue
and Marine Street from 16th Street to Dewey Street.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
The Robson Avenue and Marine Street Reconstruction Project would replace the
damaged concrete pavement on Robson Avenue and Marine Street using the City's
allocation of Surface Transportation Program — Local (STPL) funds. Sully - Miller
Contracting Company is recommended for construction of the project at a cost of
$421,327. Construction management and public outreach would be managed by Public
Works staff.
Background
Each year through the Transportation Equity Act, the City receives an annual
entitlement of STPL funds. A portion of these funds are set aside for the maintenance
and upgrading of local streets and are reimbursed to the City following project
completion. Marine Street and Robson Avenue qualify for these funds, which also
require that federal contracting procedures be followed. The total federal fund
participation on this project is $421,327 which represents 100% of the total project cost
inclusive of contingency.

Discussion
The work would replace the existing concrete pavement on Robson Avenue from 17th
Street to Dewey Street and Marine Street from 16th Street to 17th Street; repair
damaged curbs, driveways and sidewalks; replace or upgrade curb ramps; and include
other appurtenant work such as re- striping. The project would be phased to minimize
impacts to the adjacent residents and to street parking during non - working hours.
However, due to the nature of the work, temporary street closures would be necessary
for portions of the project during construction hours. Local and emergency access
would be available at all times. A temporary traffic control plan would be prepared for
the proposed phasing and street closures.
Contractor Selection
On October 3 and 5, 2011, the City published a Notice Inviting Bids in the Santa Monica
Daily Press and on the City's online bidding site, Planet Bids. Two prospective bidders
attended the pre -bid meeting on October 10, 2011. Five sealed bids were received by
the City Clerk's office and publicly opened on October 24, 2011 by the Deputy City
Clerk. The bid results are as follows:

The bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience with similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the project schedule.

Staff recommends Sully - Miller Contracting Co., located in Sylmar , CA, as the best
bidder based on their price, quality of services offered, and experience with similar
projects. Sully - Miller Contracting Co. provided in excess of twenty references for
recently completed projects, and a similar number for on -going projects. Staff contacted
references for five representative projects from the cities of Torrance, Long Beach,
West Hollywood, Cerritos, and La Mirada. All references reported that the work
performed by Sully - Miller Contracting Co. was completed in a timely and cost - effective
manner while maintaining consistent quality. Staff also verified with the Contractors
State License Board that Sully - Miller Contracting Co.'s and its subcontractors' licenses
are current, active, and in good standing.
Public Outreach
Public outreach for this project would be provided by Public Works staff, consisting of
public notifications to adjacent property owners and tenants and the surrounding
community on the scope of the project, potential impacts and schedule. Staff would
also provide periodic updates and contact information for inquiries throughout the
construction period to the community.

Financial Impacts & Budget Actions
The construction contract to be awarded to Sully - Miller Contracting Co. is $421,327
(includes a 10% contingency). Funds are included in the FY2011 -13 budget at the
