Subject: Construction Contract for the Los Amigos Tennis and Basketball Court
Reconstruction Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with TrueLine
Construction Company, a California -based company, in the amount of $200,420
(includes a 10% contingency) for the Los Amigos Court Reconstruction Project.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
The multi -use tennis and basketball courts at Los Amigos Park are nearing the end of
their useful life. The surfaces are currently settling and cracking in several locations
and are in need of replacement. The existing multi -use courts would be removed and
replaced with new concrete slabs, and drainage would be upgraded behind the existing
retaining walls. TrueLine Construction Company is recommended for the project at a
cost of $200,420.
Discussion
This capital improvement project would improve the existing surface conditions on the
multi -use courts at Los Amigos Park, which have settled and cracked in various
locations. Work would consist of demolition and removal of the existing court surfaces,
and installation of new post- tensioned concrete pavement on the multi -use courts. Also,
the project would better address the inadequate drainage conditions behind the west -
facing retaining wall. Due to the nature of the existing court conditions, the courts would
be closed completely during construction for approximately 60 days from February to
April 2012.

Contractor Selection
On October 6, 2011, the City published a Notice Inviting Bids in the Santa Monica Daily
Press and on Planet Bids, the City's online bidding site. Thirty prospective contractors
requested the online bid packages. The City Clerk's Office received the following five
formal bids that were publicly opened by the Deputy City Clerk on November 2, 2011:

All bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience in similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the required time frames.
Other criteria considered for contractor selection included consistent accuracy in
bidding, volume of projects that involve outdoor athletic court construction, and positive
reference responses.
Staff recommends TrueLine Construction Company, located in Corona, CA, as the best
bidder based on their price, quality of services offered, and experience with similar
projects. TrueLine Construction Company recently completed tennis court rehabilitation
projects for the City of Beverly Hills, El Rancho High School District, and Corona Norco
Unified School District.
Staff contacted reference agencies and all respondents reported that TrueLine
Construction Company's work was completed in a timely and cost - efficient manner
while maintaining consistent quality. Staff also verified with the Contractors State
License Board that TrueLine Construction Company and its subcontractors' licenses are
current, active, and in good standing.

Financial Impacts & Budget Actions
The contract amount to be awarded to Truel-ine Construction Company is $200,420
(includes 10% contingency). Funds are included in the FY2011 -13 budget at account
0014029.589000.
