Subject: Upholstery Services for Transit Vehicles
Recommended Action
Staff recommends that the City Council award Bid No. 3061 to Ye Olde Upholstery
Shoppe, a California -based company, to provide upholstery services for transit vehicles
for a total not to exceed $363,000 for the three -year term with an annual amount of
$121,000 (including a 10% contingency).
Executive Summary
Staff recommends award to Ye Olde Upholstery for re- upholstery, purchase and
installation of transit bus passenger seats and bus operator seats at specified unit
prices plus applicable sales tax. This contract is part of the Big Blue Bus (BBB) program
for providing clean comfortable and safe seating for employees and customers. Doing
so ensures that interior bus amenities meet BBB standards. Due to the high volume of
passengers that ride the BBB system, seat replacement is an ongoing maintenance
program. The total expenditure for the three -year term is $363,000 with. an annual
amount of $121,000.
Discussion
The City's fleet of transit buses requires routine seat re- upholstery to maintain seating
comfort and provide a clean seating surface, free of gum, excessive grease, dirt and
unsightly graffiti. The upholstery service would provide a weekly inspection of all bus
passenger and operator seats, re- upholstery of seat inserts, and removal and
replacement of worn seats. The upholstery service would also re- upholster the original
equipment manufacturer's bus operator seats to ensure that operators have a safe
comfortable seat after the original seat has worn out.

Vendor Selection
In September 2011, the City published Notices Inviting Bids to provide upholstery
services as required by the Big Blue Bus in accordance with City specifications. The bid
was posted on the City's on -line bidding site Planet Bids, and notices were advertised in
the Santa Monica Daily Press in accordance with City Charter and Municipal Code
provisions. Two bids were received and publicly opened on October 14, 2011, per
Attachment A. Bids were evaluated based on price and compliance with City
specifications. Quotes submitted by the second bidder, Sardo Bus & Coach Upholstery,
were 25% higher than Ye Olde Upholstery Shoppe. Based upon this information, Ye
Olde Upholstery Shoppe is recommended as the best bidder.
Financial Impacts & Budget Actions
The total amount of the purchase order to be awarded to Ye Olde Upholstery Shoppe
for the three -year term is $363,000. Funds in the amount of $242,000 are included in
the FY 2011 -2013 budget at account number 41651.555011. Budget authority for future
years will be requested in each budget cycle and is contingent upon Council approval.
All funds used for this purchase come from funding sources specifically dedicated for
transit uses.
