r-10637City Council Meeting November 22, 2011 Santa Monica, California RESOLUTION NUMBER 1f�& -3''(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADOPTING A BIKE ACTION PLAN FOR THE CITY OF SANTA MONICA WHEREAS, during the extensive public process that produced the Land Use and Circulation Element (LUCE) the City expressed a vision of Santa Monica as a place that encourages people to bicycle more, that feels safe and comfortable for everyone who does bicycle, and that encourages all bicyclists to ride safely, and respect the needs of other road users, including pedestrians and vehicles; and WHEREAS, the City of Santa Monica has adopted a general plan, including the LUCE for the physical development of the city, a plan which constitutes the City's constitution governing land use; and WHEREAS the LUCE includes both the aspiration for bicycles to comprise between 14 and 35% of trips in Santa Monica by 2030 and these three overarching Bicycle Goals: • Goal T9 Create a complete network of high - quality bicycle facilities including a minimum of one new north -south and one new east -west dedicated bicycle path, with the aim of increasing the number of people who use bicycles for everyday transportation 1 • Goal T10 Ensure that the bicycle network is attractive to cyclists of all ages and experience levels • Goal T11Create a safe, comfortable cycling environment in the city through facility design and public education; and WHEREAS, the LUCE calls for integrated transportation and land use goals and policies designed to achieve "No Net New Evening Peak Period Vehicle Trips ", and reduce greenhouse gas emissions and relies on the three overarching Bicycle Goals and their implementing programs and policies, including the Bike Action Plan, to realize this LUCE vision; and WHEREAS, ,the State of California has adopted the California Complete Streets Act of 2008, requiring cities to accommodate the transportation system from a multi- modal perspective, including public transit, walking and biking, and WHEREAS, the State of California has adopted SB375, requiring metropolitan regions to adopt transportation plans that reduce vehicle miles travelled; and WHEREAS, the State of California has adopted AB 32 and SB 97 which require local governments to consider the greenhouse gas emissions impacts of land use and transportation policies; and WHEREAS, the California Air Resource Board (CARB) Regional Target Advisory Committee has set thresholds for greenhouse gas emission reductions; and WHEREAS the State of California Bicycle Transportation Account (BTA) requires local agencies to adopt bicycle masterplans meeting certain requirements in order to qualify for funding through the BTA; and 2 WHEREAS the Los Angeles County Metropolitan Authority has adopted a Countywide Bicycle Plan and Congestion Management Program and coordinates countywide bicycling programs and policies including coordination between bicycling and transit; and WHEREAS, the Southern California Association of Governments' Regional Transportation Plan places an emphasis on supporting infrastructure for bicycling to improve mobility and promote sustainability; and WHEREAS, the City of Santa Monica Sustainable City Plan seeks to maximize mobility and access and reduce traffic and pollution associated with transportation; and WHEREAS, the City of Santa Monica held a Bike Action Plan Workshop on December 13, 2010 to provide the community the opportunity to discuss major component of the Bike Action Plan, and how these could be developed and refined to achieve policy goals; and WHEREAS, the Planning Commission reviewed detailed proposals for bikeway projects and program areas in April 2011 and provided direction for further development; and WHEREAS, a public workshop was held on May 16, 2011 to capture input on proposed corridor improvements, monitoring strategies and program ideas and to assess community priorities for future projects and programs; and WHEREAS a Draft Plan was released in August 2011 for public comment, was reviewed by the Planning Commission, the Task Force on the Environment, the 3 Recreation and Parks Commission, the Commission for the Senior Community and the City Council, and revised in response to comments received; and WHEREAS the October 2011 Draft Final Bike Action Plan implements critical components of the Santa Monica LUCE, the Santa Monica Sustainable City Plan and is consistent with and supportive of local, regional and State policies and legislation described in this Resolution; and WHEREAS, the Initial Study and Negative Declaration has been prepared in accordance with State and City CEQA guidelines. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The October 2011 Santa Monica Bike Action Plan, attached hereto as Exhibit A and incorporated herein by this reference, as modified by the Planning Commission Recommendations, attached hereto as Exhibit B and incorporated herein by this reference, is hereby adopted and certified as the official Bicycle Masterplan for the City of Santa Monica. SECTION 2. The City Clerk shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect. Consideration of recreational Track at Santa Monica Airport in 20 -Year Vision p. 3 -24 Add one bullet: Providing new recreational trails where feasible p. 4 -14 Add the following sentence to the end of the bulleted list: In addition to the bikeways listed on the 20 -year Bikeway Vision Plan, explore the creation of a recreational bicycle trail around the Santa Monica Airport. Consider development of additional bicycle trails as opportunities arise through private and public lands and development projects. p. ES -11 Add to the end of the last bullet section: • Airport /Airport Park p. 4 -21 Add a row for Airport /Airport Park Bicycle Trail to the 20 year Bikeway Vision Plan table 20 -year Vision Graphic: Add bike trail around Airport area. 2. Pursue Bikeshare prior to 2016 p. 3 -17 Add to the end of the bikeshare section: "Bikesharing is a critical program element because it appeals to residents and visitors, raises the level of awareness of cycling and provides opportunities for everyone to experience the joy and convenience of bicycling in Santa Monica. The City will encourage early adoption and expansion of the bikeshare program for which grant funding is secured. " p. 4 -5 Add to bike share row under "High" program category: "Develop and pursue opportunities to accelerate the implementation of bikeshare in Santa Monica. Expand the scope of the initial bikeshare program as needed to provide good coverage throughout the city. Encourage and support the development of a bikeshare program at the regional level." p. 4 -25/26 Add to the end of the bikeshare section: "The City will pursue opportunities to advance and expand the bikeshare program within Santa Monica and also to encourage the development of complementary compatible programs in the region." 3. Mode share criteria and annual reporting on plan implementation p. 4 -23 Add to the end: The City will report annually on the progress of plan implementation and the status of performance measures for Mode Share, Safety, Infrastructure and Services and Connectivity listed in Figure 4 -6. The annual report will be available to inform decisions on investments and resource allocation. 4. Separated Bikeways p. ES -10 insert in the second bullet section: "separated" before "bikeways" p. 3 -21 add to the end of the first bold bullet section: "The plan calls for the development of at least two new separated bikeways –one east -west and north - south;' p 3 -24 insert in the third bullet first column: "separated" before "bikeway" S. Greater Priority for working with Schools and Safe Routes to Schools programs p. ES -11 Add two bullets under "Enhanced School Access ": • "Use information, education and awareness programs to encourage responsible and safe driving and bicycling to and around schools." • "Work with School District to identify and improve good bicycle routes to each school and to provide information about these routes to school communities and neighbors of schools." p. 3 -10 Add a new bullet: " Ensure that students, employees and customers can access schools and employment on good bikeways and know how to find and use them." p. 3 -11 Add to end of "School Partnerships —Safe Routes /Smart Ways to School ": "Work with School District to identify and improve good bicycle routes to each school and to provide information about these routes to school communities and neighbors of schools." p. 3 -44 Add to the last sentence before the bullets: " work with the school district to improve good bicycle routes to each school and ensure that students and their families know where they are and how to use them." • p. 4 -4 Add to the table under Encouragement in the "High" column: "Work with School District to identify and improve good bicycle routes to each school and to provide information about these routes to school communities and neighbors of schools." 6. ES -8 add: "The City seeks to support the development of car -free events that raise awareness of bicycling and provide opportunities for people to enjoy riding comfortably on streets reserved exclusively for bicyclists and pedestrians."
