A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE CITY MANAGER TO ENTER INTO TWO
PROPOSITION 84 GRANT AGREEMENTS, AND ANY AMENDMENTS THERETO,
WITH THE STATE OF CALIFORNIA FOR TWO URBAN RUNOFF WATER QUALITY
IMPROVEMENT PROJECTS
WHEREAS, on January 25, 2011, the City Council directed staff to produce a
Sustainable Water Master Plan to achieve water self- sufficiency by 2020; and
WHEREAS, state grant funding will assist the City to achieve its sustainability
goals and implement the Sustainable Master Water Plan; and
WHEREAS, Santa Monica Bay is a treasured local, state and national resource
that was nominated and accepted by Congress for inclusion in the Clean Water Act, s
National Estuary Program in 1988; and
WHEREAS, the City of Santa Monica has many drainage basins that drain urban
runoff into the Santa Monica Bay, carrying with this flow many pollutants of concern that
have negative impacts on our natural resources; and
WHEREAS, the State of California has allocated considerable funding for grants
(Proposition 84, The Safe Drinking Water, Water Quality and Supply, Flood Control,
River and Coastal Protection Bond Act of 2006) to local agencies for urban runoff
pollution control projects for environmental enhancement, restoration and protection of
estuarine and coastal resources, and wildlife habitat; and
WHEREAS, such grants provide badly needed funding to carry out activities,
such as best management practices in storm drain systems to reduce urban runoff
pollution, vital to protecting and restoring the health of Santa Monica Bay and its natural
resources.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City
Manager or his designee to negotiate and execute any agreements necessary to accept
financial assistance from the State of California in order to become a more self- sufficient
and sustainable community.
SECTION 2. The City of Santa Monica has the capability to provide the matching
amount of funding and /or in -kind contributions required by the grant agreements.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
