Authorize the City Manager to negotiate and execute a contract with RBF Consulting, a California -based company, for an amount not to exceed $136,000, to provide project design services for the preparation of plans, specifications, and estimates for the 1 -10 Freeway Signage Improvements Project. 2. Authorize the City Traffic Engineer to issue any necessary change orders to complete additional work within budget authority. Executive Summary This project will prepare construction documents to improve the signage along the State of California Department of Transportation (Caltrans) highway facilities within the City of Santa Monica limits. This will prevent last minute weaving at ramps, improve lane assignments, and reduce congestion through efficient lane use. Wherever possible, the existing sign structure or truss will be re -used. The contract amount to be awarded to RBF Consulting is not to exceed $136,000. Discussion The signage along the Santa Monica Freeway (1 -10) both westbound and eastbound, as well as other Caltrans facilities within the City limits has been found to be deficient by City and Caltrans staff. At certain locations the deficient signage leads to incorrect lane use by vehicles exiting or entering the freeway. This incorrect lane use then leads to traffic congestion, on both 1 -10 and City streets. In January 2011, City staff met with Caltrans District 7 regarding this project. Caltrans advised that they will not be able to provide funding for these improvements. Funds 1 were included in the adopted FY 11 -12 CIP budget for the design and construction of the improvements, the City would be the lead throughout. Caltrans would provide oversight to the design and will approve all construction documents and permits. This project includes the installation of Highway Advisory Radio (HAR) signs along the freeway. The HAR signs would display the City's radio station, KRSM 1680AM, as a reference to local traffic and parking conditions. The project would improve signage at the following locations: Westbound Santa Monica Freeway (1 -10) - Southbound Lincoln Boulevard between at 14th Street Overcrossing Colorado Avenue and 1 -10 On -Ramp Westbound Santa Monica Freeway (1 -10) Southbound Pacific Coast Highway at 11th Street Overcrossing (CA -1) at McClure Tunnel Southbound Pacific Coast Highway Westbound Santa Monica Freeway (1 -10) (CA -1) between Montana Avenue at Lincoln Boulevard Overcrossing Pedestrian Overcrossing and California Incline* Westbound Santa Monica Freeway (1 -10) Eastbound Santa Monica Freeway (1 -10) at Centinela /Pico Exit* approaching Centinela /Pico Exit *HAR Location Consultant Selection On August 22, 2011, a Request for Proposal (RFP) with a preliminary scope of services was posted on the City's electronic bidding website, Planet Bids, soliciting proposals to design the 1 -10 Freeway Signage Improvements Project. On September 15, 2011, three proposals were received from the following firms: AECOM, Moffatt and Nichol, and RBF Consulting. A selection committee consisting of staff from the Planning and Community Development Department reviewed the proposals from all three firms based on selection criteria outlined in the RFP, which included: project approach and understanding, the proposed project manager and team experience, staffing capacity, the firm's ability to meet the project schedule, recent K experience on projects of similar scope and size in comparable cities, and the firm's ability to complete the job within the specified budget. Based on the proposals, the selection committee recommends RBF Consulting to provide design services for this project. The RBF team met or exceeded all of the requirements and criteria. They demonstrated proficient skills and tools in managing a project of this size and scope. RBF's past experience on similar projects highlighted an attention to detail during all phases of the project. RBF's experience on similar projects is extensive and includes several freeway improvement projects such as the Artesia Freeway (SR -91) and Orange' Freeway (SR -57) projects. They also have the staff resources and availability to complete the project within the City's schedule. Finally, the proposed budget for the RBF team was relative to all other firms and adequate to complete the job. Financial Impacts & Budget Actions The contract amount to be awarded to RBF Consulting is $136,000. Funds are included in the FY2011 -13 budget at account 0017063.589000.
