Peter, Director of Human Resources Subject: Adoption of Resolution Establishing Various Classifications and Salary Rates Recommended Action Staff recommends that City Council: 1. Adopt the attached resolution establishing new position classifications and adopting salary rates for those listed positions (Attachment A) 2. Approve the Position and Classification Changes (Attachment B) Executive Summary The Santa Monica Municipal Code sets forth the process for establishing new position classifications setting the salary rates for position classifications. Adoption and approval of the salary resolution and position changes are time - sensitive, and are therefore being presented now rather than at mid -year. Recommendations presented in this report do not require additional appropriations at this time. Background The Santa Monica Municipal Code sets forth the process for establishing new position classifications and setting the salary rates for position classifications. The process includes the development of new classification specifications Cob descriptions) and /or the revision of existing classification specifications by the Human Resources Department based on input from City departments and the affected bargaining units. The classification specifications are presented to the Personnel Board for their review and approval. Interested parties can provide input to the Personnel Board at that time. Past practice has been that following approval of the classification specifications by the Personnel Board a salary resolution setting the salary rates for the various position classifications was then presented to the City Council for adoption. The salary rates are based on external salary market data from comparable cities as well as internal equity factors. 1 Discussion The attached resolution (Attachment A) sets forth the salary rates for new position classifications and adjusts the salary rates of existing position classifications based on classification and compensation studies. The Position and Classification Changes (Attachment B) lists the positions that are being deleted and /or added by various City departments and will be reflected in the Revised FY2011 -2013 Budget. The positions and classification changes listed reflect restructuring and /or the addition of new positions in the respective City departments and divisions. Adoption of salary resolutions and position and classification changes are typically presented to City Council for approval as part of the budget process. In an effort to maintain a more accurate representation of positions in the City, Human Resources will now be submitting changes on a quarterly basis. Financial Impacts & Budget Actions The recommendations presented in this report do not require additional appropriations at this time; additional appropriations or budget changes for approved salary adjustments, if necessary, will be included in the mid -year report.
