SR 10-25-2011 3CCity of City Council Report Saota Monica City Council Meeting: October 25, 2011 Agenda Item: 3C To: Mayor and City Council From: Jory Wolf, Chief Information Officer Subject: Sole Source Professional Services Agreement with Siemens Industry, Inc. for Big Blue Bus Campus Security Enhancements Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to award a sole source professional services agreement with Siemens Industry, Inc., an Illinois -based company, to expand the DVTeI video security system for the Big Blue Bus' campus in an amount not to exceed $331,185 including, training, and maintenance for 5 years; and 2. Approve the budget changes as outlined in the Financial Impacts & Budget Actions section. Executive Summary In November 2011, the Big Blue Bus (BBB) will complete the remodel of its administration building. To implement video security in the new building and enhance security across the remainder of its campus, the BBB seeks approval to expand the DVTeI video security system. The City's vendor of record for DVTeI is Siemens Industry, Inc. The expansion of the system and. the associated equipment, training and maintenance will not exceed $331,185 for a period of 5 years. A sole source is required because DVTeI, which is already implemented in several City locations, permits only one vendor of record as a system integrator per customer. Background At its May 27, 2008 meeting, the City's Council approved a resolution to accept grant funds awarded through California's Proposition 1B Bond for Security. The grant submission requested funding to improve video security and access control across the BBB campus and facilities. In November 2009, the Big Blue Bus (BBB) completed construction of the maintenance facility. Included in the scope of work for the construction of the facility was the 1 implementation of a new video security system. The contractor, Morely Builders, selected, purchased, and installed the DVTeI video security system. Discussion In 2007 the Information Systems Department (ISD) conducted a competitive process for the procurement of a security surveillance system for the Police Department. A selection committee comprised of the Police Department and ISD staff evaluated bids from several vendors. After careful review, the selection committee determined that DVTeI was the most responsive bidder. The committee based their decision on DVTel's references, the quality of the video provided by their system, their technical expertise, and their ability to meet all the requirements of the Police Department with respect to security video surveillance. Currently, the DVTeI system is the City standard, and is used by the Police Department to enhance security at various facilities throughout the City, including the Annenberg Beach House, the Santa Monica Pier, the 3rd Street Promenade, and City Hall. DVTeI permits only one vendor of record as a system integrator per customer. For the City, that vendor is Siemens Industry, Inc. The security enhancement will be an extension to the BBB's existing security video surveillance infrastructure. New security cameras will be placed in the administration building and the fuel and wash facility. Additional cameras are needed for the maintenance facility and along the perimeter fencing and gated areas. To enhance the quality of security at the BBB campus, staff recommends that the City enter into a sole source professional services agreement with Siemens Industry, Inc. for the expansion of the DVTeI video security system. Financial Impacts & Budget Actions The amount to be awarded to Siemens Industry, Inc. is $331,185. Funds in the amount of $331,185 are available in the California's Proposition 1B account at 2 C410956.589000. Budget authority for subsequent years will be requested in each budget cycle for Council approval. Future funding is contingent upon Council approval. All funds associated with this enhancement will come from funding sources specifically dedicated for transit uses.
