Subject: Brake Reline Kits
Recommended Action
Staff recommends that the City Council award Bid #3059 to American Moving Parts, a
California -based company, and to New Flyer Industries Canada LLC, a Canadian based
company, for the purchase and delivery of brake reline kits for a total amount of
$1,000,000 for the three year term with an annual amount of $333,333.33 to be divided
evenly among New Flyer Industries Canada LLC and American Moving Parts.
Executive Summary
Staff recommends award to both American Moving Parts and New Flyer Industries
Canada LLC for the purchase and delivery of brake reline kits at specified unit prices
plus applicable sales tax. Awarding to two vendors would ensure parts availability and
provide the best cost options; it would enable the Big Blue Bus to purchase kits with
new drums and lining from New Flyer and /or purchase kits using existing good drums
from American Moving Parts. The total expenditure for the three -year term is
$1,000,000 with an annual amount of $333,333.33 to be divided evenly among New
Flyer Industries Canada LLC and American Moving Parts.
Discussion
The City's fleet of transit buses requires routine brake pad and drum /rotor replacement.
The brake reline kits will provide all necessary parts and hardware to facilitate the
complete refurbishment of the brake assembly.
Vendor Selection
In August 2011, the City published Notices Inviting Bids to provide brake reline kits as
required by the Big Blue Bus in accordance with City specifications. The bid was
posted on the City's on -line bidding site Planet Bids, and notices were advertised in the
Santa Monica Daily Press in accordance with City Charter and Municipal Code

provisions. Two bids were received and publicly opened on September 2, 2011 per
Attachment A. Bids were evaluated based on price and compliance with City
specifications.
Financial Impacts & Budget Actions
The total amount of the purchase orders to be awarded to American Moving Parts and
New Flyer Industries Canada LLC, for the three -year term is $1,000,000, $166,666.66
per vendor annually. Funds are available in account number 41651.544220. Budget
authority for future years will be requested in each budget cycle for Council approval.
Future funding is contingent upon council approval. All funds used for this purchase
come from funding sources specifically dedicated for transit uses.
