A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY'S MEMBERSHIP IN THE LOS ANGELES INTERAGENCY
METROPOLITAN POLICE APPREHENSION CRIME TASK FORCE JOINT POWERS
AUTHORITY, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
THE JOINT POWERS AGREEMENT, AND REPEALING RESOLUTION NO. 10568
WHEREAS, on April 12, 2011, the City Council adopted Resolution No. 10568,
authorizing the City's membership in the Los Angeles Interagency Metropolitan Police
Apprehension Crime Task Force Joint Powers Authority; and
WHEREAS, Resolution No. 10568 and the April 12, 2011 staff report to the City
Council referred to the Joint Powers Agreement as an attachment, but the Joint Powers
Agreement was not attached; and
WHEREAS, the City recognizes the need for a regional crime task force with
specialized proficiency in the area of surveillance to effectively investigate major crimes,
with an emphasis on narcotics enforcement; and
WHEREAS, the City currently participates in the Los Angeles Interagency
Metropolitan Police Apprehension Crime Task Force ( "LA IMPACT ") and supports the
concept of formally organizing LA IMPACT as a Joint Powers Authority to clarify the
rights and duties of the LA IMPACT members and to provide LA IMPACT with legal
standing as an entity; and

WHEREAS, the Joint Powers Agreement creates the LA IMPACT Joint Powers
Authority to coordinate a county -wide multi - jurisdictional crime task force; and
WHEREAS, the City desires to become a member of the LA IMPACT Joint
Powers Authority.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Resolution No. 10568 is hereby repealed.
SECTION 2. Pursuant to the City's authority under the Joint Exercise of Powers
Act, California Government Code §§ 6500 et seq., the City Council hereby authorizes
the City's membership in the LA IMPACT Joint Powers Authority.
SECTION 3. The City Manager is authorized and directed to negotiate and
execute the LA IMPACT Joint Powers Agreement.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
