SR 09-27-2011 3ECity of City Council Report Santa Monica City Council Meeting: September 27, 2011 Agenda Item: 33 =E To: Mayor and City Council From: Jory Wolf, Chief Information Officer Subject: Second Amendment to Saddle Peak Antenna Site Lease Agreement Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a second amendment to agreement number 8377 (CCS) in the amount of $214,890 with American Tower Corporation, a Delaware -based company, to extend an existing antenna site lease for an additional five years. This will result in a new ten year contract amount of $355,090. Executive Summary The City implemented an Advanced Fleet Management System (AFMS) for transit vehicles that provides Computer Aided Dispatch /Automatic Vehicle Location (CAD /AVL) data. In support of this system, the City entered into a lease with American Tower Corporation on August 10, 2004 to install radio transponders at the Saddle Peak antenna site. The City seeks approval to extend the lease agreement for continued use of the antenna site for an additional five years through July 2016, an increase in costs of $214,890 bringing the total contract amount to $355,090. Background Previous Council Actions At its October 22, 2002 meeting, the City Council authorized the purchase of an Advanced Fleet Management System (AFMS) from Trapeze ITS Corporation. As part of the System, the City replaced radio transponders at Saddle Peak, an antenna site owned and operated by American Tower Corporation. At its August 10, 2004 meeting, the City Council authorized an amendment to the License Agreement to extend the term of the site lease through July 2011 and incorporate new equipment that was installed as part of the AFMS project. 1 Discussion The City is licensed to operate radio frequencies on select antenna sites within Los Angeles County. The Saddle Peak antenna site currently houses transponders, which supports the radio infrastructure needed for the AFMS, providing communication between the Big Blue Bus (BBB) fleet of vehicles and the dispatch office. The BBB utilizes these radio frequencies to communicate with vehicles, collect data to locate and monitor those vehicles, and provide real time scheduling information to many other transit agencies and systems. A lapse in this agreement could interrupt radio communications, impacting services provided by BBB and other regional transit operators. To continue to provide quality radio communications for the BBB staff recommends that the City extend its lease with American Tower Corporation for the use of the Saddle Peak antenna site for an additional five years. Financial Impacts & Budget Actions The second amendment to agreement number 8377 (CCS) with American Tower Corporation is $214,890, for a new total contract amount of $355,090.
