Jackman, Chief of Police Subject: 2011 DOJ Edward Byrne Memorial Justice Assistance Grant (JAG) Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to accept a grant award from the US Department of Justice for the amount of $46,126. 2) Authorize the budget changes outlined in the Financial Impacts and Budget Actions section of this report. Executive Summary The City of Santa Monica Police Department has been awarded a grant of $46,126 under the 2011 Justice Assistance Grant (JAG) Program, which is administered by the U.S. Department of Justice. Funds are received in the first year of a four -year grant period. All funds must be utilized by the end of the four -year grant period. No local match is required. The City of Santa Monica Police Department's proposal only allows for funds to be used on costs associated with anti -crime operations. The funds would facilitate a precision approach to extra staffing during deployment cycles and enhance public safety and services to the City. Discussion In 2009 the City Council authorized the Police Department to apply funds awarded under the JAG program to this same project. The project pays overtime costs for Police Department staff to participate in precision anti -crime operations. The operations utilize 1 crime analysis and investigative techniques which produce information needed to conduct precision anti -crime operations, such as identifying trends in specific crimes that are occurring in a particular location and deploying the Crime Impact Team to enforce laws and ultimately stop criminal activity from occurring. This funding gives the Police Department a potent tool, in the form of extra staffing dedicated to anti -crime operations, which would otherwise be unavailable to the department. To meet the conditions of the grant, the applicant must provide a 30 -day period for public comment on the proposed use of the funds. The City of Santa Monica met this condition by issuing a public service announcement from July 25, 2011 through August 23, 2011. The announcement was posted on the City and Police Department websites, public bulletin boards in City Hall and the Public Safety Facility and was distributed by the Police Department's community bulletin via email. No responses were received in opposition to the use of the JAG Program funds. Financial Impacts & Budget Actions Award of a $46,126 grant from the Department of Justice, Edward Byrne Memorial Justice Assistance Grant requires the following FY 2011 -2013 budget changes: 1. Establish revenue account 20304.403633 in the amount of $46,126. 2. Appropriate the following operating expenditures: $46,126 at account 20304.578838 to reflect receipt of the Department of Justice, Edward Byrne Memorial Justice Assistance Grant.
