R-10604City Council Meeting: September 13, 2011 Santa Monica, California RESOLUTION NUMBER 10604 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA DECLARING A WATER SUPPLY SHORTAGE WHEREAS, the City Council has adopted a goal for the City to be one - hundred percent water self- sufficient by 2020 and has directed staff to formulate a plan to achieve that goal; and WHEREAS, the City Council has recently approved an Urban Water Management Plan, which has been filed with the State of California, that requires a 20% per capita reduction in water consumption by 2020; and WHEREAS, currently, the City of Santa Monica continues to be unable to meet the total water demand of its customers solely with its local domestic water supplies; and WHEREAS, imported water supplies are inherently unstable and unreliable, particularly during times of emergencies, and costlier than local water supplies; and WHEREAS, without continuing necessary and significant conservation efforts, the ordinary demands and requirements of water consumers in the City of Santa Monica cannot be satisfied without depleting the water supplies of the City and its imported water provider to the extent that there would be insufficient water for human consumption, sanitation, and fire protection and, without such efforts the City will be unable to meet its goal of water self- sufficiency or the reduction mandated by its water management plan; and WHEREAS, on June 9, 2009, subsequent to the Governor's declaration of a drought emergency in the State of California, the City of Santa Monica adopted a Water Shortage Response Plan ( "WSRP ") and declared an Advisory Level Water Shortage; and WHEREAS, on March 30, 2011 the Governor declared an end to the State's drought emergency but urged Californians to continue to conserve water; and WHEREAS, despite the Governor's declaration that drought conditions have ended, the City must continue and enhance the efforts to conserve water that have been undertaken in the last two years; and WHEREAS, failure to continue and enhance these efforts will make it impossible for the City to fulfill the dictates of its plan and achieve its goal of water independence. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: 2 SECTION 1. Continuation of Water Supply Shortage. The City Council declares that the Advisory Level Water Supply Shortage, originally declared on June 9, 2009, and all provisions of the City's Water Shortage Response Plan shall remain in full force and effect. SECTION 2. This declaration shall remain effective until it is amended or rescinded by the City Council through resolution. SECTION 3. The City Clerk shall attest to the passage of this Resolution and thenceforth and thereafter the same shall be in full force and effect. In accordance with Water Code Section 376 the City Clerk shall cause the same to be published once in the official newspaper within 10 days after its adoption. This Resolution shall become effective upon adoption pursuant to Water Code Section 375 et seq. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
