Subject: Acceptance and Appropriation of FY 2008 Supplemental State Homeland
Security Grant Program (SHSGP) Funds
Recommended Action
Staff recommends that City Council:
1. Authorize the City Manager to accept supplemental grant funds from The
Department of Homeland Security in the amount of $118,840 and execute related
agreements to fund purchases for urban search and rescue equipment, and for
terrorism liaison training for Fire Department members.
2. Authorize budget changes as outlined in the Financial Impacts and Budget Actions
section of this report.
Executive Summary
The SHSGP and Urban Area Security Initiative {UASI) grant programs provide no-match
grant funding for costs associated with updating and implementing each State's Homeland
Security Strategy, and to erihance the capability of local agencies to prevent and respond
to threats and/or incidents of terrorism. The City would receive $118,840 in 2008 SHSGP
supplemental grant fund. These funds became available due to reprogramming of unspent
monies from other jurisdictions. The fire department had an identified need, justification,
and therefore was granted the additional funds.
Discussion
As a result of the terrorist attacks of September 11, 2001, the U.S. Department of
Homeland Security, through the Office for Domestic Preparedness, has provided financial
assistance to state and local governments through no-match grant programs. The U.S.
Department of Homeland Security provides this funding directly to the California
Emergency Management Agency which in turn provides the funding to the Los Angeles
County Chief Executive Officer (CEO).
The SHSGP grant program was created to support regions with large "core" cities such as

Los Angeles. The grants are 100% federally funded from the Department of Homeland
Security to the State of California. The County of Los Angeles administers the SHSGP
grant .program for many of the surrounding cities including Santa Monica. The Santa
Monica Fire Department serves as the point of contact for the U.S.- Department of
Homeland Security and coordinates with other city departments to address the homeland
security needs of the City of Santa Monica.
Since the inception of the Department of Homeland Security grant program in 2001, the
City of Santa Monica has directly received approximately $4.4 million in no-match grant
monies. Funding was awarded to the City in fiscal years 2001, 2002, 2003, 2004, 2005,
2006, 2007, 2008 and 2009. These grant funds have purchased necessary equipment,
and have funded training activities for emergency responders in direct support of overall
regional goals to promote effective information gathering, sharing and response to threats
and/or acts of terrorism.
The 2008 no-match SHSGP grant funds of $118,840 would be used to purchase
equipment for urban search and rescue response, and for terrorism liaison officer training
for Fire Department members.
Financial Impacts & Budget Actions
The following 2011-12 budget changes will be necessary:
1) Increase revenue budget amount at account number 20312.406794 by $118,840
for receipt of 2008 SHSGP reimbursemenfis:
2) Appropriate $118,840 at account number 20312.555394 for expenditures
associated with urban search and rescue equipment, and for terrorism liaison
training for Fire Department members.
