A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ELIMINATING PLAN REVIEW AND INSPECTION PERMIT
FEES OF THE BUILDING & SAFETY DIVISION
FOR THE INSTALLATON OF RETROFITTED GREYWATER AND RAINWATER
HARVESTING SYSTEMS
WHEREAS, sustainable living, water conservation, and the development of
alternative non-potable local water supplies are established community priorities; and
WHEREAS, the -City Council instructed staff to develop a Sustainable Water
Master Plan to achieve 100% self-sufficiency from imported water supplies by 2020;
and
WHEREAS, greywater and rainwater systems are relatively simple and low-cost
strategies to harvest locally available water resources for onsite, non-potable
applications to offset the use of municipally-supplied potable water; and
WHEREAS, the present permit fee for these low-cost but environmentally
significant systems, operates as a disincentive to their installation; and
WHEREAS, it is the intention of the City of Santa Monica that plan review and
inspections for retrofitted greywater and rainwater harvesting systems should be
provided at no cost, to encourage the installation of these sustainable water
applications; and
WHEREAS, the Municipal Code allows fees to be set by ordinance, by a
resolution adopted by the City Council, or by any other means authorized by law.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The permit fee for plan review and inspection services provided by
the Building & Safety Division for retrofitted graywater and rainwater harvesting systems
shall be set at zero to incentivize the installation of these systems.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.
