A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ESTABLISHING PARKING RATES AND PERMIT FEES FOR ALL
CITY PARKING FACILITIES AND RESOURCES
WHEREAS, the City of Santa Monica operates parking facilities in the Downtown
area (Parking Structures 1 through 9}, at the Main Library, the Civic Center and the
beaches, which serve visitors to these areas,. including those who are working, doing
business, and attending community events; and
WHEREAS, the City has designated preferentia! parking zones throughout the
City with parking restrictions for each zone in order to manage parking availability to
residents within each zone; and
WHEREAS, the-City Council is authorized to set parking rates and permit fees,
by resolution, for the City's parking facilities and preferential parking zones; and
WHEREAS, the City Council endorsed parking rate and permit fee changes
recommended in the Walker Parking Study; and
WHEREAS, the location and price of parking can have direct .impacts on traffio
circulation patterns, traffic congestion and other traffic hazards; and
WHEREAS, adjusting the parking rates and permit fees to promote increased
use of all City parking facilities and resources will distribute the parking load more
evenly between residents and visitors, and maximize the utility and use of all City
parking facilities and resources, thereby making parking easier, reducing traffic hazards
and congestion, and promoting the public convenience, safety, and welfare; and
WHEREAS, ensuring the successful implementation of the Downtown Interim
Parking Plan will require flexibility and may require adjusting downtown parking rates;
and therefore, the City Council has concluded that authority to adjust downtown parking
rates should be delegated to the City Manager;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The following fees are established -for Downtown Parking
Structures 1 through 9, located in Parking Meter Zones "C" and "D":
1. Daytime (8:00 AM to 6:00 PM) parking rates shall be as follows:
a. First two hours shall be free;
b. Each additional 30 minutes shall be $1.00;
c. Daily maximum shall be $g.00 per entry.
2. The off-peak (after 6:00 PM) parking rate shall be $5.00 per entry.
3. Parking on Sundays shall be at no charge from 6:00 a.m. to 11:00 a.m. All
vehicles entering the parking structures before 6:00 a.m. and leaving between
6:00 a.m. and 11:00 a.m. shall be subject to payment of all rates due as of 6:00
a.m. All vehicles entering the parking structures after 6:00 a.m. and remaining in
the structure after 11:00 a.m.-shall be charged the same rate as vehicles entering
after 11:00 a.m.

4. The monthly parking rate shall be $121.00.
5. For parking spaces reserved for construction or other exclusive use, the parking
rate shall be $27 per space per day.
6. The parking rates listed in this Section 1 shall apply to vehicles entering Parking
Structures 1 through 9, unless a special event is scheduled which is anticipated
to increase traffic and parking demands. If an event is scheduled, the daily ,flat
rate may be increased up to $25.00, with approval of the City Manager, which
approval shall be granted based on the City's best interests.
7. The City Manager shall have the authority to raise the downtown parking rates if,
in the City's Manager's judgment, based on actual, current parking data, such
action will encourage parkers to relocate during the term of the Downtown Interim
Parking Plan and ensure successful implementation of the Downtown Interim
Parking Plan.
SECTION 2. The following fees are established for the Main Library Parking
Structure, located in Parking Meter Zone "C":
1. Weekday daytime (8:00 AM to 6:00 PM) parking .rates shall be as follows:
a. Fifteen minute grace period for book return;
b. $0.50 per 30 minutes;
c. Daily maximum shall be $10.00 per entry.
2. The off-peak (vehicles entering after 6:00 PM until 11:00 PM Monday through
Friday; weekends and holidays) parking rates shall be:
a. Fifteen minute grace period for book return;

b. $0.50 per 30 minutes;
c. Daily off-peak maximum shall be $3.00 per entry.
3. The monthly parking rate shall be $82.50.
4. For parking spaces reserved for construction or other exclusive use, the parking
rate shall be $27 per space per day.
5. The parking rates listed in this Section 2 shall apply to vehicles entering the Main
Library Parking Structure on the days specified, unless a special event is
scheduled for that day which is anticipated to increase traffic and parking
demands. If an event is scheduled, the daily flat rate may be increased up to
$25.00, with approval of the City Manager, which approval shall be granted
based on the City's best interests.
6. The City Manager shall have the authority to lower the Main Library parking rates
if, in the City's Manager's judgment, based on actual, current parking data, such
action will encourage parkers to relocate during the term of the Downtown Interim
Parking Plan and ensure successful implementation of the Downtown Interim
Parking Plan.
SECTION 3. The following fees are established for the Civic Center Parking
Structure and Civic Auditorium parking lot, located in Parking Meter Zone "C":
1. Weekday daytime (6:00 AM to 6:00 PM) parking rates shall be as follows:
a. $1.50 per 20 minutes;
b. Daily maximum shall be $g.00 per entry..

2. The off-peak (vehicles entering after 6:00 PM until 11:00 PM Monday through
Friday, and weekends and holidays when there is no event scheduled at the
Civic Auditorium) parking rate shall be $3.00 per entry.
3. The monthly parking rate for the Civic Center Parking Structure shall be $82.50.
4. For parking spaces reserved for construction or other exclusive use, the parking
rate shall be $27 per space per day.
5. For event overnight parking, the parking rate shall be $18 per space.
6. The parking rates listed in this Section 3 shall apply to vehicles entering the Civic
Center Parking Structure or the Civic Auditorium parking lot on the days
specified, unless a special event is scheduled for that day in the Civic Auditorium
or elsewhere in the City which is anticipated to increase traffic and parking
demands. If an event is scheduled, the daily flat rate may be increased up to
$25.00, with approval of the City Manager, which approval shall be granted
based on the City's best interests.
7. The City Manager is hereby authorized to waive parking fees at the Civic Center
Parking Structure and Civic Auditorium parking lot for up to 25 evening events at
Santa Monica High School per year, which waiver shall be granted if no other
event is occurring at the Civic Center concurrent to the time of the Santa Monica
High School event, and if the City Manager determines that such waiver is in the
City's best interest.
8. The City Manager shall have the authority to lower Civic Center parking rates if,
in the City's Manager's judgment, based on actual, current parking data, such
action will encourage parkers to relocate during the term of the Downtown Interim

Parking Plan and ensure successful implementation of the Downtown Interim
Parking Plah.
SECTION 4. The following fees are established for the Northern Beach Zone,
lots 4N through 9N:
1. Summer (the Saturday before Memorial Day through Labor Day) parking -rates
shall be $7 per entry weekdays and $8 per entry weekends and holidays.
2. Shoulder (the day after Labor Day through October 31 and April 1 through the
Friday before Memorial Day) parking rates shall be $6 per entry weekdays and
$8 per entry weekends and holidays.
3. Winter (November 1 through March 31) parking rate shall be $6 per entry daily.
4. Bus parking shall be six times the daily rate.
5. Recreational vehicle parking shall be four times the daily rate.
SECTION 5. Parking fees at the Annenberg Community Beach House at Santa
Monica State Beach are established by Resolution 10383 (CCS), as may be amended
from time to time.
SECTION 6. The following fees are established for the Central Beach Zone, lots
2N, 3N, 1S, 2S, and 3S:
1. Summer (the Saturday before Memorial Day through Labor Day) parking rates
shall be $8 per entry weekdays and $12 per entry weekends and holidays.

2. Shoulder (the day after Labor Day through October 31 and April 1 through the
Friday before Memorial Day) parking rates shall be $6 per entry weekdays and
$8 per entry weekends and holidays.
3. Winter (November 1 through March 31) parking rate shall be $6 per entry daily.
4. Short term parking rates in lot 1S shall be $1 per hour with 2 hour maximum
daily.
5. Bus parking shall be six times the daily rate.
6. Recreational vehicle parking shall be four times the daily rate.
SECTION 7. The following fees are established for the Central Beach Zone, lot
1 N:
1. Summer (the Saturday before Memorial Day through Labor Day) parking rates
shall be $8 per entry weekdays and $12 per entry weekends and holidays.
2. Shoulder (the day after Labor Day through October 31 and April 1 through the
Friday before Memorial Day) parking rates shall be $6 per entry weekdays and
$8 per entry weekends and holidays.
3. Winter (November 1 through March 31) parking rates shall be $6 per entry
weekdays and $7 per entry weekends and holidays.
4. Bus parking shall be six times the daily rate.
5. Recreational vehicle parking shall be four times the daily rate.
SECTION 8. The following fees are established for the Southern Beach Zone,
lots 4S and 5S:

1. Summer (the Saturday before Memorial Day through Labor Day) parking rates
shall be $7 per entry weekdays and $8 per entry weekends and holidays.
2. Shoulder (the day after Labor Day through October 31 and April 1 through the
Friday before Memorial Day) parking rates shall be $7 per entry weekdays and
$8 per entry weekends and holidays.
3. Winter (November 1 through March 31) parking rates shall be $7 per entry
weekdays and $8 per entry weekends and holidays.
4. Short term parking rates in lot 4S shall be $1 per hour with 2 hour maximum
daily.
5. Patrons of the Sunday morning Main. Street Farmers Market shall be eligible to
receive a refund of parking fees with proof of a purchase from the market.
6. Vendors, staff and performers of the Main Street Farmers Market shall be eligible
for refunds or validations of parking fees.
7. Bus parking shall be three times the daily rate.
8. Recreational vehicle parking shall be four times the daily rate.
SECTION 9. The following fees are established for all beach zones:
1. Permits are available for employees of businesses that are tenants along the
beach or at Santa Monica Pier at the following rates:
Annual $155/year
Semi-Annual $105/six months
Monthly $27/month
2. Permits are available to California residents at the following rates:

3. Permits are available for residents living within the Central Beach Zone, lots 1N,
2N, 3N, 1 S, 2S, and 3S, at the following rates:
Annual Overnight Resident Permit $150/year
Annual Overnight Resident Guest Permit $150/year
Semi-Annual Overnight Resident Permit $75/six months
Semi-Annual Overnight Resident Guest Permit $75/six months
Monthly Overnight Resident Permit $15/month
Monthly Overnight Resident Guest Permit $15/month
4. Permits are available for individuals with disabled placards for free.
SECTION 10. The following fees shall be established for all preferential parking
zones:
1. Annual permits shall be $15.
2. After six months from the effective date of the preferential parking zone, annual
permits shall be $7.50.
3. A second permit for Zone P, Barnard Way, shall be $100.
4. Replacement of a lost or stolen preferential parking permit will be issued only
with a copy of a police report and shall be $3.

SECTION 11. Preferential parking permits for employees of businesses, as set
forth in Santa Monica Municipal Code Chapter 3.10, are available for $30 per three
months.
SECTION 12. Driveway parking permits are available to an owner or occupant of
a single-unit commercial property for on-street parking that blocks the driveway of that
commercial property for $15 per year.
SECTION 13. Short-term reserved parking may be purchased in any parking lot
or parking structure for events, including but not limited to filming, construction or local
events, at three times the applicable daily parking rate.
SECTION 14. All. parking rates and permit fees shall be per vehicle for the
specified period and non-refundable once issued.
SECTION 15. Monthly passes shall be issued via access cards, which shall
require payment of an initial non-refundable fee of $10.
SECTION 16. All parking rates set forth in this Resolution include tax.
SECTION 17. The City Manager is hereby authorized to waive parking fees for
those attending City meetings and City-sponsored events that are free and open to the
public, if the City Manager determines that such waiver is in the City's best interest.

SECTION 18. Resolution No. 10551 (CCS), adopted by Council on December
14, 2010, is hereby repealed.
SECTION 19. If there are any conflicts between the parking rates adopted in this.
Resolution and any parking rates adopted by prior resolution, the rates adopted in this
Resolution shall take precedence
SECTION 20. The City Clerk shall certify to the adoption of this Resolution,
which shall become effective at such time as appropriate signs notifying the public of
the provisions herein have been posted by the Department of Finance.
