SR 08-09-2011 3DCity Council Meeting: August 9, 2011 Agenda Item: 3'"' p To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Modification to Professional Services Agreement with Civil Source for Parking Structures No. 7 and No. 8 Bike Parking Facilities Recommended Action Staff recommends that the City Council: 1. Authorize. the City Manager to negotiate and execute a modification to Professional Services Agreement No. 9302 in the amount of $67,200, for a total contract amount of $261,138, with Civil Source, aCalifornia-based company, for additional construction management services for the bike parking facilities at Parking Structure No. 7 and 8. 2. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Executive Summary In December 2010, Council approved Professional Services Agreement No. 9302 with Civil Source, in the amount of $193,938, for construction management services for the bike parking facilities at Parking Structures No. 7 and 8. In June 2011, Council approved a change order to Icon West, Inc.'s construction contract for added work and time. Staff is now requesting a change order to extend Civil Source's contract and scope of work in the amount of $67,200, for a total contract amount of $261,138, to complete construction management services based on the contractor's revised schedule. Discussion On December 7. 2010, Council approved Contract No. 9301 with Icon West, Inc. in the amount of $1,385,907 for construction of the bike parking facilities at Parking Structures No. 7 and No. 8; and Professional Services Agreement No. 9302 with Civil Source in the amount of $193,938 for construction management services. On June 28. 2011, Council approved a change order with the contractor, Icon West, Inc. in the amount of $148,250 for additional scope of services to enhance the existing 1 design of the bike parking facilities to improve operational efficiency. This change order also included the extension of contract time to complete additional work. Civil Source's contract and scope of work needs to be similarly extended and modified in order to complete the required construction management services based on the contractor's revised schedule. The additional scope of work includes project oversight, wage monitoring, worker interviews, and compilation of project closeout documentation. This project is funded by a Metro grant, approved by the California Transportation Commission (Caltrans) during FY2009-10. Construction is scheduled to be completed by the end of August 2011, with project closeout documents to be completed by the end of October 2011. Financial and Budget Actions The modification amount to be awarded to Civil Source is $67,200. Funds are available in the FY2011-12 budget in account 0207011.589054, Bike Transit Center, (Prop C).
