Subject: Contract Amendment for Professional Services Related to the Real-Time
Beach Parking Project
Recommended Action
Staff recommends that City Council authorize the City Manager to negotiate and
execute a contract amendment with Kimley-Horn and Associates, Inc., a North Carolina
based company, (Contract #9303) for an amount not to exceed $25,000 to increase the
number of signs from 11 to 15, for a total of amount of $135,000.
Executive Summary
Kimley-Horn and Associates has been providing design services for the Real Time
Beach Parking project. .Their scope consists of the preparation of construction
documents for 11 real time parking and travel information signs for motorists traveling to
Santa Monica beach parking lots adjacent to the Pier, on Ocean Avenue and Palisades
Beach Road: The signs will display clear and concise parking information at the
entrance to each parking lot and at key gateways to the City. When central parking lots
fill up, the signs will help to distribute traffic, increase the efficiency of existing parking
resources, and reduce traffic congestion.
The City has successfully secured additional grant funds to install four additional signs
for a total of 15 signs. This amendment includes the additional fee to .prepare design
plans for the additional signs. The Kimley-Horn amendment is for an amount not-to-
exceed $25,000, bringing the total not-to-exceed contract amount to $135,000.
Background
On September 13, 2010, a Request for Proposal (RFP) was sent to several design
firms, soliciting proposals to prepare bidding documents, construction drawings, and
cost estimates to implement the project. Kimley-Horn, a firm with extensive experience
in parking guidance systems, was selected to prepare the construction documents for
the project.

On December 14. 2010 the City Council authorized the City Manager to negotiate a
contract with, Kimley-Horn for an amount not to exceed $110,000 to provide project
design services for the preparation of plans, specifications and estimates for the
installation of the Real-Time Beach Parking project.
Discussion
Kimley-Horn has prepared preliminary design plans for two types of Dynamic Message
Signs (DMS) to be installed at several locations outlined in the original scope of work.
The first type of DMS will be similar to the existing signs in front of the downtown
parking garages and have a small 4-digit display. These DMS will be installed at the
entrance to specified beach parking lots. The second type of DMS is a full matrix sign
that is capable of displaying multiple lines of text and graphics: These DMS will be
placed at strategic locations near City entrances.
In 2006, the City was granted $346,500 of State Section 112 funds for "Intelligent
Transportation System Improvements". In March 2011, the City successfully transferred
these funds into the Real-Time Beach Parking project for the purchase and installation
of additional DMS. This contract amendment will expand the scope of services to
include the design of four additional DMS at the following locations:
• Southbound Lincoln Boulevard just north of Pico Boulevard
• Northbound 5~h Street just south of Colorado Avenue
• Southbound Pico Boulevard just east of Main Street
• Southbound 4`h Street just north of Civic Center Drive

Budget/Financial Impact
The contract amendment to be awarded to Kimley-Horn and Associates is $25,000,
bringing the total not-to-exceed contract amount to $135,000. Funds are included in the
FY2011-13 budget in Account 0017005.589000.
