A special meeting of the Santa Monica Redevelopment Agency was called to order by Chair Shriver at
7:08 p.m., on Thursday, June 24, 2010, at City Council Chambers, 1685 Main Street.

CONVENE On order of the Chair, the Redevelopment Agency convened at 7:08 p.m.,
with all members present to a joint meeting with the City Council to
consider Council and Agency Consent Calendars.
CONSENT CALENDAR: Members of the public Joey Fullmer, Denise Barton, Jerry Rubin, and
TRAFFIC ANALYSIS Michael Toney commented on various Consent Calendar items.
Motion by Chair Pro Ten~lMavor Pro Tem O'Connor seconded by
AgencylCouncilmember Davis, to approve all items on the Consent
Calendar as presented, reading resolutions by title only and waiving
further reading thereof. The motion was approved by the following vote:

CIRCULATION STUDY 1-A: Contract for DawntownlCivic Center Circulation Study and
$c TRAFFIC ANALYSIS Esplanade Traffic Analysis -recommendation to authorize the City
Manager to negotiate and execute au amendment to Contract No. 9103
(CGS) with Fehr & Peers, in the amount of $198,000 for a new total amount
of $3}4,000, to provide detailed micro-simulation traffic operational
analysis tl>ioughout the downtown and Civic Center for the Civic
Center/Downtown circulation analysis, including traffic analysis regiured

for the pedestrian Colorado Esplanade. Recommendation that the City
Council and the Redevelopment Agency: 1) authorize the City
Manager(Executive Director to execute Cooperation Agreement No. 9235
(CCS/RAS) between the City and the Redevelopment Agency for payment
of the costs associated with the EXPO Green Streets project; and 2) adopt
Resolution No. 10502 (CCS) entitled, "A RESOLUTION OF THE CITY
COUNCIL OF SANTA MONICA CONSENTING TO THE USE OF
REDEVELOPMENT AGENCY FUNDS FOR PAYMENT OF COSTS
ASSOCIATED WITH THE EXPOSITION LIGHT RAIL GREEN
STREETS PROJECT AND MAKING CERTAIN FINDINGS
PURSUANT TO HEALTH AND SAFETY CODE SECTION 33445" and
Resolution No. 525 (RAS) entitled, "A RESOLUTION OF THE
REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA
CONSENTING TO THE USE OF AGENCY FUNDS FOR PAYMENT
OF COSTS ASSOCIATED WITH THE EXPOSITION LIGHT RAIL
GREEN STREETS PROJECT AND MAKING CERTAIN FINDINGS
PURSUANT TO HEALTH AND SAFETY CODE SECTION 33445"
finding the use of funds from the Redevelopment Agency for planning
analysis related to the EXPO Green Streets project to be of benefit to the
Earthquake Recovery Redevelopment Project Area, was approved.
REDEVEI,®PlYIENT 1-B: Cooperation Agreement far Planning and Design of
PRIORITY PROJECTS Redevelopment Priority Projects -recommendation that Council and
the Redevelopment Agency: 1) adopt Resolution No. 10503 (CCS)
entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA CONSENTING TO THE USE OF
REDEVELOPMENT AGENCY FUNDS FOR PAYMENT OF COSTS
ASSOCIATED WITH RDA FUNDED PROJECTS FUNDED IN FY
2009-10 AND MAKING CERTAIN FINDINGS PURSUANT TO
HEALTH AND SAFETY CODE SECTION 33445" and Resolution No.
526 (RAS} entitled, "A RESOLUTION OF THE REDEVELOPMENT
AGENCY CONSENTING TO THE USE OF AGENCY FUNDS FOR
PAYMENT OF COSTS ASSOCIATED WITH RDA FUNDED
PROJECTS FUNDED IN FY 2009-10 AND MAKING CERTAIN
FINDINGS PURSUANT TO HEALTH AND SAFETY CODE SECTION
33445" finding the use of funds from the Redevelopment Agency to pay for
identified public improvements, including development of design criteria,
design, planning, preparation of construction bid documents and financial
analysis associated with the Exposition Light Rail Green Streets and Station
Enhancement projects, the Pico Library, and the Civic Auditorium District
project {collectively, the Projects) to be of benefit to the Earthquake
Recovery Redevelopment Project Area; and 2} authorize the City
Manager/Executive Director to execute Cooperation Agreement 9236
{CCS/RAS) between the City and the Redevelopment Agency for payment
of the costs associated with the Projects, was approved.
